Mr. Bruce Marek, acting as agent for Bald Head Island Limited, LLC, is requesting a minor modification of
State Permit No. 2-95. State Permit No. 2-95 was issued to Bald Head Island Management, Inc. on January 13,
1994 for the armoring of the wooden groins, which were existing at that time. The groins and sand bypass
dredging were authorized by CRC variance under State Permit No. 208-86, issued to Bald Head Island Limited
on October 24, 1986. State Permit No. 2-95 was renewed on August 10, 1999, September 27, 2001 and January
7, 2004. The permit was amended on April 27, 2006 to authorize a name change to Bald Head Island Limited. It
was amended again on September 18, 2006 to authorize a name change to Bald Head Island Limited, LLC. It
was last renewed with a maintenance clause on January 13, 2006 and was scheduled to expire on August 31,
2010. This permit is subject to extension by the Session Law 2010-177.
Mr. Marek is requesting the permit be modified to allow partial replacement of each of the four groins
(exceeding 50% of their overall length), a 20' extension of Groin 3 which Mr. Marek states will restore this
groin to its original length, and to rearmor each of the groins with riprap. The four groins would be replaced
within the currently existing footprint, from the toe of the dune waterward to the end of the structure, with the
exception of Groin 3. It appears from 1989 aerials (4 187-3, J, K 9) that Groin 3 was originally longer, but
sustained damage at some point after that year, shortening the length of the structure. As proposed, Groin 3
would be replaced from the toe of the dune waterward, with an additional proposed 20' extension. The overall
average length of the groins to be replaced (including the extension of Groin 3) is approximately150 linear feet
for each structure.

Riprap would measure 35' in length at the terminus of the groin, not to exceed 15' waterward of the end of the
structures nor a width of 10' on either side of the groin (for a total width of 20'), as per the original dimensions
authorized under the permit. A filter fabric underlayment would be placed under the riprap (see Sheet C2 for
details).
Please submit any comments or concerns regarding the proposed development to Doug Huggett in writing by
December 10, 2010. This office has no objection to the permit modification request should all work remain
within the original footprint of work authorized under State Permit Numbers 2-95 and 208-86, if the work is
deemed compliant with all permit conditions, with the regulations of the US Army Corps of Engineers and the
NC Division of Water Quality (DWQ) and there are no objections expressed by the NC Division of Marine
Fisheries. The applicant has included check no. 1409 in the total amount of $100.00 for the modification.

Dear Ms. Coats:
Pursuant to your review/comments of my drawing C2 Rev 3 seal dated 11-4-10, I have indicated on the
drawing the missing 20 if +/- of groin #3 that we are asking to re-install; that the maximum limit of
repair/replacement length of all 4 groins is only as far landward as the toe of the dune; and that the
correct armoring detail is for a 35' maximum length, with 15' seaward of the groin end.
I am hereby submitting 5 copies of drawing C-2, Rev 4, seal dated 11-11-10, for this minor
modification to Bald Head Island Limited, LLC CAMA Permit 2-95. To restate our modification
request, we request to be able to:
1. Repair or replace all 4 timber groins with timber or alternate material from the river end to no
further landward than the toe of the dune. See Sheets C 1 & C2 for approximate lengths.
2. Extend the end of Groin #3 approximately 20'+/- riverward for a total permitted wall length of 250
if.
3. Add rip-rap/stone armoring to the ends of all 4 groins per the details previously submitted (including
Village of Bald Head Island/Eric Olson drawings). A filter fabric underlayment is part of the 20' x 35'
armoring detail. 151f of the 351f or armoring is to be seaward of the groin waterward end.
