COPIES TO: Lincoln County Health Department REPORT: On June 19, 2007, this office was referred a complaint by the Division of Waste Management's Hazardous Waste Section regarding engine washwater being discharged to a ditch at the AAA Auto Part (AAAAP) business site in Lincolnton, N.C. Mr. Wes Bell of this office investigated the complaint on June 26, 2007. Mr. Bell met with Mr. Kyle Clark, AAAAP, at the business site. Several engines and transmissions were observed on a concrete pad adjacent to the shop entrance. Mr. Clark indicated that the engines and/or transmissions are normally pressure washed with no cleaners; however, a biodegradable cleaner had been occasionally used. No engines/transmissions were being washed during the investigation; however, the water hose for the pressure washer was leaking onto the concrete pad. The water leakage discharged the residual transmission fluid/petroleum products (on the concrete pad) onto the ground and into a drainage swale. Petroleum sheens were observed throughout the discharge. The discharge did not enter any surface waters. Mr. Bell discussed the containment of the washwater and other nondischarge options with Mr. Clark during the investigation. Note: Mr. Clark cut off the water supply to the pressure washer to prevent any continuing discharges. All domestic wastewater is disposed/discharged to a municipal sewer collection system. In addition, all potable water is supplied by the local municipality. Mr. Bell observed oil stained soil adjacent to the shop entrance/parts removal area. Mr. Bell informed Mr. Clark that the contaminated soil would be referred to the Division of Waste Management's UST Section. Complaint Investigation Page Two Mr. Bell discussed the relevant environmental regulations and penalties regarding the washwater/oil discharges. In addition, Mr. Bell indicated that any contaminated soil resulting from the washwater/petroleum discharges had to be properly remediated. Mr. Clark was very helpful and courteous during the investigation. A follow-up investigation by this Office may be necessary to verify the facility's corrective actions. Michael F.
