Infrastructure Improvements Project No. 13-0418 Polk County The Town of Tryon has applied for funding to provide improvements and infrastructure for Tryon Depot Plaza. The majority of the area has existing built upon area. Per the document, no surface waters or wetlands will be affected. The following concern may, or will likely, need to be addressed: NPDES Construction Stormwater Permit NCGO 10000 — This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If the project will disturb greater than one acre, anNCGO10000 permit is required. Thank you for the opportunity to comment. Wilson, Environmental Engineer ITV Subject: Environmental Comments — Tryon Sewer Line and Misc. Project No. 13-0346 Polk County The Town of Tryon has applied for grant funding for the replacement and realignment of a sewer trunk line. The town is also applying for funding to replace the existing bar screen (and bar screen bypass) and funding to provide reuse water for cleaning purposes. The following concerns may, or will likely, need to be addressed: The sewer line should be properly permitted through the Division of Water Quality and meet the minimum design criteria. 2. NPDES Construction Stormwater Permit NCGO 10000 —This permit is, issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If the project will disturb greater than one acre, an NCGO10000 permit is required. 401 Water Quality Certification — If a 404 permit is required by the Army Corp of Engineers, a 401 Water Quality Certification is necessary. Depending on the amount of impact to streams and wetlands along the proposed route — written concurrence from this office may be required. The DWQ is unsure if jurisdictional waters or wetlands will be impacted by the proposed sewer line construction — this should be confirmed prior to impacts to the site. Wilson, Environmental Engineer Subject: Green Creek Equestrian Park/ Tryon Riding & Hunt Club Project No. 11-0007 Polk County Tryon Riding & Hunt Club proposes to construct the Green Creek Equestrian Park in Polk County. The facility will include 3 new barns (approximately 67,500 square feet, 8 riding areas, horse wash area, show office, etc. (and what appears to be areas for RV parking). The following concerns regarding the DWQ's Surface Water Protection Section permitting may, or will likely, need to be addressed: NPDES Construction Stormwater Permit NCGO10000 — This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If greater than one acre is disturbed, a NCGO 10000 is required. 2. 401 Water Quality Certification — If a 404 permit is required by the Army Corp of Engineers (ACOE) for the Equestrian Park and associated infrastructure (for on -site stream and/or wetland impacts), a 401 Water Quality Certification is necessary. Depending on the amount of impact to a stream and/or wetland — permitting from this office may be required. From the minimal information provided, it appears that several tributaries run through the property. In addition, the application states that less,.than 0.1 acres of wetlands are on the site. Any potential surface water and/or wetlands impacts should be detailed and the Army Corp of Engineers should be contacted regarding appropriate permitting for the proposed purpose. Another concern is the proposed detention pond (no details were provided). Please be aware that both the ACOE and DWQ have strict requirements regarding "in line" ponds (the damming of a stream), as opposed to "off line" ponds. I Green Creek Equestrian Park Polk County Page 2 - Based on Ms. Weicker's conversation with Ms. Linda Wiggs of this office on July 19, 2010, it is DWQ's understanding that the facility has already been permitted by the ACOE's for 149 feet of stream impact. Should impacts be increased or modified, Ms. Weicker or her consultant should contact DWQ to determine what General Certification requirements may be applicable to the project. . 3. Post Construction Stormwater requirements — if greater than 24% impervious area is proposed, then post construction stormwater BMPs may be required [again, as more details become available regarding surface water and/or wetland impacts — the DWQ should be able to provide further guidance on this requirement]. 4. Wastewater disposal — no detail was provided regarding the disposal of wastewater for the site. Proper disposal of wastewater, including the horse washing station, must be provided (and all nondischarge options should be investigated). Thank you for the opportunity to comment.
