Dear GLEN STONER:
Reference is made to your request for rescission of the subject NPDES Permit. 'Staff
of the Asheville Regional Office have confirmed that this Permit is no longer required.
Therefore, in accordance with your request, NPDES Permit No. NCG500028 is
rescinded, effective immediately.
If in the future you wish to again discharge wastewater to the State's surface waters,
you must first apply for and receive a new NPDES Permit. Operating a wastewater
facility without a valid NPDES Permit will subject the responsible party to a civil penalty
of up to $10,000 per day.
If it would be helpful to discuss this matter further, I would suggest that you contact
the Water Quality Staff, Asheville Regional' Office at (704) 251-6208.

Please find the attached form which documents that Milliken_ & Company does not wish to renew
!' this NPDES discharge permit for the Hatch Facility. We no longer discharge any process water
through this outfall, and thus do not need the permit. We made an initial request for cancellation
back in August ,of 1996, and have been in contact with the Division of Water Quality numerous
time since then regarding this permit. This outfall will be properly covered by our coverage under
the North Carolina General Permit for Stormwater Discharges from Textile Facilities, Certificate
of Coverage #NCG170068. I have attached several documents to this letter which contain
additional information regarding this situation.

Dear Mr. Simpson:
The purpose of this letter is to serve as follow up to our recent conversation, during which
we discussed the reporting requirements the subject facility must meet as a condition of its general
permit. Your interpretation of the permit language was correct. The facility is required to perform
effluent monitoring per the terms of General Permit NCG500000, however, the results of the
monitoring should be retained by the permittee and do not need to be submitted to the Division of
Environmental Management's Central Files office. Please refer to your general permit for the
details of the monitoring. and record keeping requirements.
Per your -request, enclosed please find copies of the Division's latest version of effluent
monitoring report forms along with a page describing the changes from older versions and pages
containing instructions for their use. As noted above, the facility is not required to submit monthly
reports, but if it chooses to submit, accurate and complete reports will be expected. The Division
is currently in the process of having large numbers of the new forms printed. If you need more
than what has been provided with this letter, please call us and we will supply you with more.

In compliance with the provision of North Carolina General Statute 143-215.1,
other lawful standards and regulations promulgated and adopted by the North
Carolina Environmental Management Commission, and the Federal Water
Pollution Control Act, as amended, this permit is hereby issued to all owners or
operators, hereafter permittees, which are covered by this permit as evidenced by
receipt of a Certificate of Coverage by the Environmental Management
Commission to allow the discharge of treated wastewater in accordance with the
effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, III and IV hereof.
This permit shall become effective August 1, 1992

maximum of 32 ° C for lower piedmont and coastal plain waters.
The temperature for trout waters shall not exceed an increase of 0.5 ° C above the
natural water temperature and not exceed a maximum of 20 ° C.

Tidal salt water classifications: a 0.8 ° C increase above the natural water temperature during the months of June,
July, and August nor more than 2.2 ° C during any other months and not to exceed

Trout stream supplemental designation will be required to meet a daily. maximum discharge limitation of 17 WA of Total

The permittee shall obtain authorization from the Division of Environmental Management prior to utilizing any biocide in the
cooling water. The Permittee shall notify the Director in writing not later than ninety (90) days prior to instituting use of any
additional biocide used in the treatment system which may be toxic to aquatic life other than those previously reported to the
Division of Environmental Management. Such notification shall include completion of Biocide Worksheet Form 101 and a map
indicating the discharge point and receiving stream. .
The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units for fresh surface water classifications. The
pH shall not be less than 6.8 standard units nor greater than 8.5 standard units for tidal salt water classifications.
There shall be no. discharge of floating solids or visible foam in other than trace amounts.

We are in receipt of Hatch Mills request to install an automated carbon dioxide
neutralization system. I have discussed your proposed system with Mr. C.D. Malone and
he indicated that the carbon dioxide neutralization system was a good system and should
work well. He further indicated that he thought as a safeguard, it would be wise to
maintain a sufficient quantity of Acetic Acid, on -site, until some operating experience is
gained with the system.
The Town approves the proposed carbon dioxide neutralization system. Please notify me
prior to actual start-up of the system, so that the Town may certify that the system was
constructed according to the plans submitted. Further, this acceptance is contingent upon
maintaining sufficient quantities of Acetic Acid, on -site, until the reliability of the system
has been proven.. :

Subject: Pre -Treatment Carbon Dioxide installation
At the present time, the Hatch Plant utilizes sodium hydroxide to
neutralize low pH wastewater, and.acetic acid to neutralize high pH
wastewater. 'Because acetic acid contributes to the BOD level,
maintaining appropriate effluent pH limits ,using acetic. acid makes
maintaining BOD levels more difficult. Consequently, we have
investigated the use of carbon -dioxide, which would not contribute
to'BOD, for neutralizing high pH wastewaters.
With this letter,'the Hatch Plant•is requesting your approval to
install an automated carbon dioxide neutralization 'system in
parallel with the current sodium hydroxide system. This will allow
Hatch to automatically neutralize both 'high and low pH effluent..
Attached are construction drawings'for your reference. We would
like to begin -construction as soon as you approve this project.
Construction will take approximately -6 8 weeks after your,

Liquid and vapor, CO2 is stored in equilibrium at 3Wpsi and 0° F in an insulated steel
pressure vessel built to RSME code-. A refrigeration unit and.a heating tinit(v4por.7er)
are activated by pressure- switches to maintain the 300 psi condition within .the tank.
Dual safety relief valves are installed on the tank to assure that over-pressunzing does
not occur in the event of an extended power failure or mechanical problems with the
refrigeration unit.
Vapor CO2 is regulated at the tank from,- 300 psi down .to 100 psi. The'. CO2 is then
delivered~ to ahe. control :panel in a 1 type - k - copper pipe.,. The pipe delivering the .
COZ .from the control panel to: the basin -spar , should be a . " 1 schedule . 40 stainless .
steel, or a " 1 " schedule 80 cpvc pipe to accommodate any -corrosive agents in the water..
Vapor 'COL at 100 psi is received froin the tank through an isolation ball valve and then
regulated to. the "sparging" pressure (20-100 psi). A small control pressure line is
located -after the sparging `pressure regulator to provide the necessary 20 psi control
pressure .to the transducer.
A pH: probe and. controller are utilized to monitor and control the CO2 injection - rate.
The probe is submerged in the .basin (see_ Site Layout Drawing); and : will provide a pH
signal ,to the controller: The controller produces a 4 -20 mA output, signal to the current -
to -pneumatic transducer which in tgrn- produces a 3 -15 psi output pressure to..the
pneumatic control valve. The control valve is completely closed at- 3 psi,- and fully open
at 15 psi-. A manual bypass valve is installed .so that CO2 can be inj(xted manually. in
the event of a controller failure. A check valve is installed after the, control valve to
eliminate the possibility of water. entering- the control panel..
SPARGER INJECTION SYSTEM
The vapor CO2 is diffused into the -basin through porous -stainless steel sintered metal
spa rgers. The spargers have .a pore size of approximately 25 microns and serve to
efficiently diffuse the vapor CO2 into the solution. The result of the injection of CO2 is
the formation of carbonic acid, and the subsequent reduction- in the alkalinity.
