Valdese Report Created Page :16/7/19 8:02 am Cause/Observation :Directions : On 2/6/2019 ARO DWR received a letter with a thumb drive from a recently retired staff member (Joe McNeely) of the Lake Rhodhiss (Valdese) WWTP. He stated he witnessed 2 events listed in the letter. 1. Spillage from the aeration basin overflows onto the ground when all aerators are in operation in basin #2. 2. Slug and debris were deliberately dumped on a back access road leading to the lake behind the facilities #2 aeration basin. On March 3, 2019 Joe McNeely sent another complaint to ARO DWR via e-mail that he forgot to mention in the initial complaint. His concern in the second complaint was concerning the temperature readings of the compost and how they are obtained from the piles. He stated in that in recent years, the compost had to be probed numerous times on the windrow in order to get sufficient readings to meet the temperature parameters. He stated that on one occasion, he had to probe the compost approximately 20 times to get passing temps. He also indicated that at times, finding a passing temp had been so difficult, that an area in the windrow would be flagged to continue to get readings in the flagged spots so it would pass. Action Taken :Comments : Linda Wiggs and Bev Price went to the facility on 2/19/2019. Linda Wiggs inspected the facility regarding the Aeration Basin part of the complaint; reference NOD-2019-0058. Bev Price inspected the disposal of sludge from the thickener (permit #WQ0001990); reference NOV-2019-PC-0204. 3-12-19 Bev Price inspected the compost (permit #WQ0001990) temperature complaint; reference NOV-2019_PC-0204. 3-12-19:Phone conversation with WWTP Superintendent - indicated no one was ever instructed to falsify records or to sample multiple locations for passing temperatures. 3-12-19 Site visit: blowers for compost pile were not connected. The inspections were conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0001990. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Complaint inspections were conducted by Division of Water Resources staff from the Asheville Regional Office. A complaint was received by DWR stating “sludge and debris were deliberately dumped on a back-access road leading to the lake behind the facilities #2 aeration basin”. The sludge thickener troughs were cleaned in 2018. Mr. Padgett and Mr. Bortnick indicated the material, mostly grass and some sludge was placed on the back-access road to fill in ruts in the road. All solids should be properly disposed. On March 12, 2019, Bev Price met onsite with Chris Bortnick. An additional complaint (same complainant) was received by DWR on March 3, 2019, stating in part, “My concern is the temperature readings of the compost and how they are obtained from the windrows”. Time and temperatures for each compost pile are documented and appear to be compliant with permit requirements. I could not prove the allegations regarding the way temperature readings are collected. However, the compost method used at the facility is aerated static pile. At the time of inspection, there was no air source for the active pile. The ORC reported that two of the finished piles also did not have air as the power source was disconnected due to problems with the electrical panel. This method of composting would not be considered proper operation and maintenance of the residuals system. With the material being mostly grass, initial thoughts were to utilize it as an erosion control measure. In retrospect, given that it came from the thickner troughs and being a component of the treatment process, that was not the best disposal method. Future practice(s) regarding the cleaning of the troughs will result in disposal of any materials into dumpsters, thus going to the landfill. Regarding the 03/12/2019 visit, the electrical and air source problems have been remediated; email reference addressed to you 3-13-2019. Concerns with the electrical panel have been addressed, re -energized and blowers are moving air into/out of the piles. The 2 piles with already documented temperatures will be re-temped, subjected to the time/temperature/bacteriological parameter requirements and corresponding tracking/record keeping of said piles, documented. Moving forward, there are no anticipated hurdles maintaining the proper operation and maintenance of the residuals system. I thank you for your time and attention with these findings. My concern is the temperature readings of the compost and how they are obtained from the windrows. In recent years, the compost had to be probed numerous time on the windrow in order to get sufficient readings to meet the temperature parameters. For example, on one occasion, I personally had to probe the compost approximately 20 times to get passing temps. I've had other operators tell me they've had to do the same. At times, finding a passing temp. has been so difficult, that an area in the windrow would be flagged to continue to get readings in the flagged spots so it would pass. Whether or not this is still continuing, I don't know, but it was still a problem when I retired on Jan. 31, 2019. I've had extensive experience with compost as I was employed at the city of Morganton in the early 80s when Morganton first started their composting operations. From all my experience, the windrow should have sufficient temps at the front, middle, and back without having to probe it numerous times and flag designated areas in order to pass.
