Cindy McGinnis and Paul Taylor assisted with the inspection. Overall, the facility is operated and maintained in accordance with permit conditions. Staff conduct monitoring, maintenance and record keeping/documentation. The maintenance documentation could be more descriptive. The permittee is looking at expanding the facility and possibly submitting a permit modification by Fall 2019. November 20, 2018 - Soils Analysis May 8/9, 2019 - A new effluent irrigation meter (Keyence FD-R Series, clamp-on) was installed. May 13, 2019 – Sprayheads were calibrated. One aerator was out for repairs and they expect to replace within the next two weeks. Lab sheets for March 2019 NDMR were compared for accuracy. The following are recommended based on observations during the inspection: The Operation & Maintenance Plan should be updated to include operational functions and safety measures. The lagoon should be assessed for solids buildup. The residuals management plan should be developed in advance of solids removal from the lagoon. Weed patches are starting to develop in the spray field. It is recommended that an agronomist be consulted. The stormwater drainage ditch contained organic matter from a stormwater drain in the parking lot adjacent to the hatchery loadout bay. This material has the potential to eventually reach surface waters. Although this is not process wastewater, it should not discharge to the stormwater ditch. This issue should be addressed and possibly included in the anticipated permit modification. In addition, please contact Mr. Isaiah Reed with the Division of Minerals and Land Resources, Land Quality Section Asheville Regional Office to determine if a Stormwater permit is required for this facility.
