Dear Mr. Hill:
Robert J. Goldstein and Associates, Inc (RJG&A) completed stream and wetland delineations
on the Jordan High School Access Road project site on 03 February 2009. Two wetlands and
two streams were located.
The Southwest Durham, NC USGS 7.5 minute Topographic Quadrangle Map does not depict
any streams on the site (Figure 1). However, two streams are depicted on the Durham County
Soil Survey, Map Sheet 30 (Fi(-'ure 2). As depicted on the Soil Survey, the first is a tributary of
New Hope Creek, in the Cape Fear River Basin, and flows from northeast to southwest,
forming this parcel's western boundary (Intermittent Channel 1). The Soil Survey illustrates a
second stream flowing from east to west, forming this parcel's southern boundary (Intermittent
Channel 2).
Figure 3 illustrates the size and location of jurisdictional waters identified on the subject
property. We completed NC DWQ Stream Identification Forms for both of these features
during the site visit. As you are aware, a feature must score a minimum of 19 points to be
considered at least intermittent.
Intermittent Channel 1, illustrated on County Soil Maps as forming the site's western
boundary, scored below the minimum 19 points across much of the property. This area,
scoring only 12 points on the Stream Identification Form, was delineated as Wetland CA
because it did display the characteristics necessary to be considered a jurisdictional water under
the Clean Water Act. However, this feature does not become a stream until exiting the
property's southwest corner, below Wetland CA (Photo 1). We completed another stream
form in this area, where Intermittent Channel I scored a 27.5 (Photo 2).
Intermittent Channel 2, flowing east to west across this property's southern boundary scored
20.5 points. It is an intermittent stream for the length illustrated on Figure 3. This location is
estimated on NC DWQ Site Visit maps as B1 (Photo 3). Intennittent Channel 2 flows west
and is fed by stormwater conveyances (Photos 4 and 5) and groundwater. This stream flows
toward Wetland CA (Photo 6) and cuts down into the terrain and disappears into Wetland CA
(Photo 7). Below Wetland CA, the intermittent stream discussed again begins. This stream
flows several hundred feet downslope before becoming a perennial feature.

Wetland CA, mentioned above, is a bottomland hardwood swamp occupying the draw on the
western boundary of this parcel. It was delineated with numerically numbered survey ribbon.
Along its eastern boundary, flag CA I begins on the south, and continues north to CA 28. The
wetland continues north from this location, but was not delineated in its entirety because this
area is outside the project site and will not be impacted. The western boundary was delineated
from the north starting with CA 40, and continuing south to CA 64 which ties back into CAI.
Wetland CB is a small groundwater fed wetland along the existing sanitary sewer right of way
and connects directly to the intermittent stream near the tract's southwestern corner. Flags CB
1 to 4 encircle this wetland. Wetland determination data forms are attached for these features.
On 10 February, 2009 we met with NC DWQ staff onsite to verify our findings. Their report is
attached to this letter. Thank you for the opportunity to provide environmental services to
