I just heard back from our engineer on this project(DWR Project No. 20201355). Here is his response on the wet
concrete issue:
The bulkhead concrete encasement requires new concrete to be placed up to the bottom face of the existing concrete
cap. As such, temporary forming will be anchored to the waterside face of the existing concrete cap to allow the new
concrete to fill the entire void. Due to this forming, holes will be installed near the top to allow concrete to be placed
within the formed area, as well as outlet holes to receive bleed water and overflow of concrete material once the void is
filled. It is anticipated that material received at the outlet will be piped or hosed to a collection bin on shore and then
removed from the site. Water that has been in contact with wet concrete should not be returned to the natural
waterway.

30-day wait the project needs to be processed with the DWR number that was assigned with the meeting request, in this
case DWR 20201355.
