W,-6 -'.'?gryDSgkp SrpZd?;?;?:k yR/:YCh Pipe #258 on SR 1321 Watauga County, North Carolina Project Number: 1113.209511 (No DWQ Permit Fee Required) Dear Mr. Matthews: Due to a failing end wall, the North Carolina Department of Transportation is scheduled to extend the subject triple barreled pipe system by 10' on the outlet end. The existing pipe system is 3 @ 40'x 128" x 82" CSPA. The proposed new pipe is 3 @ 50'x 128" x 82" CSPA. Riprap will be placed around the pipes on the outlet end instead of constructing a new concrete wall. No detour is proposed. Miscellaneous rip-rap impacts will total 20 linear feet or less. New stream impacts = 30 In. feet. Base flow is currently running through all 3 barrels of this culvert. All 3 culvert barrels are also perched. We will isolate base flow to I or 2 barrels after the extension work is complete. I'd like to see how everything lays out before making that final determination. Floodplains will of course be constructed around the floodplain barrels. I am not convinced that the perched situation can be corrected but we will do our best. The extension of the existing pipe will require temporary dewatering. Impervious dikes will be used to divert flow away from each barrel as work progresses on both the inlet and outlet sides. After an extension is completed, water will be diverted back into that barrel while the next barrel is dewatered. Once the new structure is in place, the impervious dikes will be removed and preconstruction streambed elevations will be restored (except where floodplains are constructed). Pipe #258 carries Howard Creek (Class: WS-II, Trout, HQW). This project was reviewed for the presence of threatened and endangered species on July 8, 2009. The subject project will have no effect on any federally listed endangered plant or animal species. Historic compliance work will be scheduled and concurrence with the State Historic Preservation Office will be obtained if required. Attached is a Preconstruction Notification Form, plan sheets, a marked county reap, a marked topography map and photographs.
