Amy Annino Please give a brief project description below. The Reynolds School Road Landfill (Landfill) is located on Reynolds School Road in Canton, Haywood County, North Carolina. The Landfill began disposal activities in about 1948 and was closed in the late 1960s. The waste disposal area is an approximate 1.8-acre pre- 1983 unlined landfill. Buried waste includes plastic sheeting, glass, rubber, asphalt, shingles, concrete, cloth, metal, tile, brick, paper/newspaper, and burnt wood within a matrix of soils of variable composition. The Landfill drains to one small intermittent stream, an unnamed tributary to Pigeon River, which runs along the northern portion of the Landfill. There is one sensitive area totaling 0.05 acres in size that was identified as a wetland and is within the waste disposal area. The wetland is connected to the unnamed tributary to Pigeon River (onsite stream) via a culvert. A portion of the wetland appears to intersect the eastern edge of the landfill. A soil cover system has been designed to cover the waste and isolate it from exposure, to promote storm water drainage, and to resist erosion. The design goal is to provide a consistent thickness of soil cover on top of the waste disposal area as opposed to achieving a specified finished grade. The soil cover system will consist of an 18- inch thick soil layer in areas flatter than 3:1 (H:V) comprised of 6 inches of suitable soil, a visual marker, 6 inches of suitable soil, and 6 inches of topsoil followed by permanent seeding. Areas steeper than that will receive a 3-inch geocell system and backfilled with a four - inch vegetative support layer followed by permanent seeding. Finally, a sewer line currently serves the site, but this underground utility is located within the waste. NCDEQ has adopted a policy that utilities will be removed from waste areas where possible to facilitate future repair work while minimizing human exposure to the waste mass. A clean corridor will be established by excavating a 25-foot wide swath in the area of the existing sewer lateral to a depth of three feet below the sewer line or to native ground, whichever is shallowest, removing the existing sewer line, backfilling with clean soil to bedding depth, replacing the sewer line, and backfilling along this corridor. In the areas where the waste mass is deeper than three feet below the sewer line, an orange geotextile will be used to demarcate the waste.
