The Martin County Airport is requesting a modification of DWQ# 20041743/SAW 2008-01556 for the addition of a hangar/taxilane and the extension of Taxilane A that were not included in the original application. The 401 Water Quality Certification was approved on June 27, 2008 and the Section 404 Individual Permit was approved on February 24, 2009. As shown on the attached location map (Figure 1), the Martin County Airport is located just north of Everetts, North Carolina. As requested for the above project, please find attached five (5) copies of a project narrative and the associated permit drawings. LOUIS ¦ TALLAHASSEE ¦ TAMPA ¦ WEST PALM BEACH PROJECT NARRATIVE TAXILANE and HANGAR CONSTRUCTION PERMIT MODIFICATION MARTIN COUNTY AIRPORT December 2010 The Martin County Airport is located in Martin County, North Carolina, north of the town of Everetts approximately 2.0 miles north of US 13/64. A project location map is attached as Figure 1. The Martin County Airport is requesting a modification to the Section 404 Individual Permit (SAW 2008-01556) received on February 24, 2009, and the Section 401 Water Quality Certification (WQC) (DWQ# 20041743 ver. 3) received on June 27, 2008. Reason for Modification Request/Project Purpose The hangars approved in the original permit are not large enough to provide for the future volume of aircraft at the Airport and additional hangar space is needed. The Airport has potential tenants that could occupy a portion of the additional hangar space once it is available. The taxilanes are a necessary part of the hangars to provide connectivity to the existing runway and additional airport facilities, and to provide vehicle access and parking. W Property Size: 181.5 acres Surface Waters Nearest body of water to proposed project: Husksnaw Swamp Classification: C, SW, NSW River Basin: Tar-Pamlico (HUC 03020102) Project Description Revisions to the design include the addition of a hangar, the extension of Taxilane A, and the addition of a Taxilane (Taxilane D as shown on Figure 3 of the attached permit drawings). The new hangar would be approximately 210 feet long by 50 feet wide and would be located approximately 35 feet north of the permitted Taxilane C. Taxilane A would be extended approximately 150 feet north of the end of the permitted portion of Taxilane A and would be approximately 35 feet wide. Taxilane D would extend approximately 270 feet east from the end of Taxilane A and would be approximately 25 feet wide. The construction equipment used for the project would consist of standard earthmoving equipment. (Navigation Instrument) Approved 10/2/08 Direct Impacts As shown on Figure 3, these revisions resulted in a 0.20 acre increase in wetland impacts. These impacts would result from fill associated with the additional improvements. Impacts to jurisdictional areas were determined by overlaying the construction limits on the limits of the jurisdictional determination. The construction of the proposed project would permanently impact approximately 0.20 acre of wetlands. Wetland A/B will be directly impacted by the placement of fill for construction. These impacts are detailed in the attached permit drawings. Avoidance and Minimization Due to the nature of the project total avoidance of impacts to jurisdictional areas was not possible. Temporary impacts to water quality due to erosion and siltation during construction of the proposed project will be minimized by the implementation of standard 2 12/6/2010 erosion and siltation controlling measures as specified in FAA AC 150/5370-10, entitled Standards for Specifying Construction of Airports, and specifically Item P-156, Temporary Air and Water Pollution, Soil Erosion, and Siltation Control. Temporary controls include the seeding of slopes, mulching, slope drains, benches, dikes, dams, and sediment basins, as appropriate. Other best management practices would be required of the contractor to ensure compliance with the polices of the North Carolina Department of Natural Resources. Selected controls and practices will be detailed in the construction documents. Necessary National Pollutant Discharge Elimination System (NPDES) permit modifications or other land clearing and construction related non-point source permits will be obtained prior to construction of the project. Mitigation Mitigation would be provided for the impacts by purchasing credits from the North Carolina Ecosystem Enhancement Program (EEP). A copy of the EEP approval is attached. Cumulative Impacts The construction of the proposed project would not directly result in additional development that would impact downstream water quality. The project will improve the connectivity at the Airport and the proposed hangars would allow for additional hangar space. However, no major future development in relation to the proposed project would occur. There is future development planned at the Airport, but it is unrelated to the construction of the proposed modification. There have been three permits issued at the Airport over the past six years for impacts to waters of the United States. A new access road resulted in 0.10 acre of wetland impacts, a new Precision Approach Path Indicator (PAPI), a navigational device, resulted in 0.01 acre of wetland impacts, and the original permitted hangar area would result in 1.35 acres of wetland impact and 95 linear feet of stream impact. Therefore, including the impacts associated with the proposed modification, total cumulative impacts would total 1.66 acres of wetland and 95 linear feet of stream. Endangered Species and Designated Critical Habitat The project does not occur in an area with federally protected species or suitable habitat. Site visits were performed and the habitat types observed were compared to the habitat types for federally listed species and Designated Critical Habitat. GIS data was also obtained from the North Carolina Natural Heritage Program, and there no occurrences of federally listed species within the project area. Additionally, the United States Fish and Wildlife Service (USFWS) did not object to the original permit application, which encompassed the area of the proposed modification. Essential Fish Habitat The project does not occur in an area of Essential Fish Habitat (EFH). GIS data obtained from the Fish and Wildlife Resource Institute (http://ocean.floridamarine.oriz) and reviewed to determine if Essential Fish Habitat occurs within the project area. The 3 12/6/2010 closest EFH to the project area is located approximately 3.0 miles northeast of the project area. Cultural Resources Impacts to cultural resources are not anticipated. The State Historic Preservation Office (SHPO) did not object to the original permit application, which encompassed the area of the proposed modification. Flood Zone Designation The project does not occur within a FEMA designated 100-year floodplain. Airport County: Martin The purpose of this letter is to notify you that the North Carolina Ecosystem Enhancement Program (NCEEP) is willing to accept payment for impacts associated with the above referenced project. Please note that this decision does not assure that the payment will be approved by the permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these agencies to determine if payment to the NCEEP will be approved. You must also comply with all other state, federal or local government permits regulations or authorizations associated with the proposed activity including SL 2009-337: An Act to Promote Compensatory Mitigation by Private Mitigation Banks. This acceptance is valid for nine months from the date of this letter and is not transferable. If we have not received a copy of the issued 404 Permit/401 Certification/CAMA permit within this time frame, this acceptance will expire. It is the applicant's responsibility to send copies of the permits to NCEEP. Once NCEEP receives a copy of the permit(s) an invoice will be issued based on the required mitigation in that permit and payment must be made prior to conducting the authorized work. The amount of the In Lieu Fee to be paid to NCEEP by an applicant is calculated based upon the Fee Schedule and policies listed at www.nceep.net. The mitigation will be performed in accordance with the N.C. Department of Environment and Natural Resources' Ecosystem Enhancement Program In-Lieu Fee Instrument dated July 28, 2010.
