PROJECT SUMMARY: The applicant is proposing to replace an existing boat ramp and perform maintenance excavation of an existing boat basin and access canal. PROJECT DESCRIPTION: The project site is located at 263 Riverside Drive Chadwick in the Halls Point Subdivision, adjacent to a man- made boat basin that is connected to the New River, in Sneads Ferry, Onslow County. To get to the site from Wilmington take US HWY 17 N to NC HWY 172, which is located approximately 4 miles north of Holly Ridge. Turn right onto NC HWY 172 and continue for approximately 6.2 miles to Wheeler Creek Road. Turn right onto Wheeler Creek Road and travel approximately 0.7 miles to John Everett Drive. Turn right on John Everett Drive and travel approximately 0.30 miles to Fulcher Landing Road. Turn left on Fulcher Landing Road and travel approximately 0.30 miles to Hall Point Road/ Riverside Drive. Turn right on Hall Point Road and travel approximately 0.40 miles where the road transitions to Riverside Drive. Continue on Riverside Drive for approximately 0.40 miles. The project site is located on the left side of the road. The project site consists of two lots adjacent to the New River that have a combined area of approximately 1.39 acres. The current elevation of the property ranges from 0 feet above mean sea level (MSL) to approximately 4 feet above MSL. The project site is adjacent to residential properties on the north and south sides, a vacant lot to the west and the New River to the east. The project site has approximately 400 feet of shoreline frontage, some of which has been stabilized with bulkhead. Existing man-made features on the project site include a residence with out-buildings, a boat basin, docking facility, bulkhead, breakwater and boat ramp. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present in the location of the concrete boat ramp and along the waterward edge of the bulkhead on the south side of the existing boat basin. The coastal wetlands are an area of low marsh that measures approximately 3 feet in width and 40 feet in length and consist of Salt Marsh Cordgrass (Spartina alterniflora) located below Normal High Water (NHW). Water depths within the boat basin are approximately -2 feet @ NLW and are approximately -1.5 feet at NLW adjacent to the existing docking facility. According to the applicant the original dredging for the boat basin was conducted in 1963 and no records of permits for the dredging of the access channel have been recovered. Aerial photographs indicate that development along the shoreline has included a boathouse, breakwater, bulkhead, boat basin, docking facilities and excavation (see application packet). The applicant has provided an Onslow County aerial photograph dated 1963 show dredging adjacent to the shoreline and an access channel to the New River (see application packet) located approximately 3 lots to the north in the vicinity of Daniel Thompson property. Mr. Squires currently accesses the river by exiting his boat basin and turning due east across a shallow area where submerged aquatic vegetation have been observed in the approximately 5,000 square feet of access channel. The access channels located adjacent to the Thompson and Squires properties have been historically utilized, and have experienced shoaling. The access channels contain SAVs at approximately 40% coverage based on previous surveys conducted. A CAMA general permit #22549D was issued to David Squires on January 11, 2000 authorizing the replacement of the bulkhead, replacement of a wooden deck and maintenance excavation of the boat basin to a depth of -2'@ Normal Low Water (NLW). The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has has not designated this area of New River as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to replace an existing boat ramp and perform maintenance excavation of an existing boat basin and access channel. The applicant is proposing to perform maintenance excavation of an existing boat basin measuring 40 feet in width by 40 feet in length. Based on previous inter-agency scoping meetings the applicant is proposing to abandon the existing access channel located due east of his property and excavate a historical access channel located adjacent to the property 3 lots to the north. The applicant is proposing to excavate an area along the shoreline to the north of the basin that has been impacted by riprap, bulkhead and docking facilities. The proposed channel area adjacent to the shoreline and docking facility would range from 15-30 feet in width and would measure approximately 190 feet in length. This area would David Squires c/o Darin Chad Kimes Page Three extend from the mouth of the boat basin to the north where the proposed channel would meet Mr. Thompson's docking facility and turn to the east toward the New River. The applicant is proposing to excavate an area adjacent to the Thompson docking facility that would measure approximately 10 feet in length by 30 feet in width. The proposed access channel would then extend east and would measure approximately 15 feet in width by 580 feet in length. As proposed the boat basin and access channel would be dredged to a final depth of -3 feet @ NLW. The applicant states that the proposal to excavate the historic access channel is the provide access for 3 lot owners. The applicant has stated that the existing access channel located due east of Mr. Squires boat basin would be abandoned provided that dredging is approved, therefore decreasing the impacts to approximately 5,000 square feet of shallow bottom SAV habitat. The applicant is proposing to dispose of the spoil material on his vacant property located to the south of the boat basin. The proposed spoil disposal are would be located 30 feet landward of NHW and would measure approximately 50 feet in width by 215 feet in length. The applicant is also proposing to replace an existing concrete boat ramp measuring approximately 12 feet in width by 20 feet in length. 10. ANTICIPATED IMPACTS The proposed dredging of the boat basin and access channel would result in the removal of approximately 13,975 square feet of shallow bottom habitat of which approximately 3,900 square feet of submerged aquatic vegetation, at 40% coverage, would be excavated. The proposed excavation would result in approximately 566 cubic yards of material to be removed from below NHW. The proposed boat basin excavation would result in the excavation of approximately 84 square feet of coastal wetlands. As proposed the boat ramp would be replaced within the existing footprint and would result in approximately 180 square feet (2.7 cubic yards) of concrete fill to be placed below NHW of which approximately 36 square feet of coastal wetlands would be filled. The boat ramp would not result in any increases in impervious surfaces. The disposal site would result in disturbance of approximately 10,750 square feet of highground. Temporary increases in turbidity can be expected during dredging activities. Submitted by: H. A. Snider Date: November 29, 2010 Office: Wilmington Chad Kimes, PE 104 Newton Road Hampstead, NC 28443 910-470-4494 November 17, 2010 NARRATIVE v ' For Mr. David Squires Mr. David Squires is requesting to maintenance dredge the channel from the existing boat basin on his residential property to the North until it reaches to the access channel which is located directly east of adjacent property owner Mr. Thompson. Once it reaches to this channel, Mr. Squires is requesting to maintenance dredge this existing channel until it ties into the River where there is an established 3 foot MLW. Currently, the water depth is from 1.0' NLW to 2.5' NLW, which is causing difficulty with boating and docking. Mr. Squires is requesting this be dredged to 3' at NWL. In addition to the maintenance dredging, Mr. Squires is requesting to replace the existing 12' x 20' wide concrete ramp with a new 12' x 20' concrete ramp. The existing ramp is in need of repair. The ramp will remain the same size, which means the impervious area will remain the same. There have been two scoping meetings concerning this project. The first scoping meeting was held on February 22, 2010 (see the attached minutes). Based on this meeting, an SAV survey was conducted on the original proposal in which it was proposing to dredge in the access channel due East of Mr. Squires. Other alternates were explored during this survey. However, due to the findings of the SAV survey, it was determined to look at other options which were best for the environment. A second scoping meeting was held on September 13, 2010 (see the attached minutes). A second alternative (current proposal) was presented at this meeting. Aerials provided at the meeting concluded that an access channel to the North of Mr. Squires had been traditionally maintained and utilized. An aerial from approximately 1963 indicates the year the access channel was actually constructed. In addition, the channel along the land showed development over time which includes a boat basin, bulkhead, breakwater, boathouse, and excavation. Therefore, the access channel had been historically utilized. As shown in the aerials, the existing channel has filled in quickly since 2001. In 2001, the channel on average was over 30' wide. Shoaling has occurred in this area at a rapid rate. Also noted is the channel that was located in front of Mr. Squire's property. This too has quickly filled in. Based on this second scoping meeting, all persons present agreed that this proposal is considered maintenance dredging. It was also noted that the reason for a Major Permit was because of the presence of SAV's. Based on these meetings and investigations, Mr. Squires is proposing approximately 770 linear foot of dredging from the boat basin, the access channel, until 3' NLW is obtained. The total area to be dredged is 13,975 square feet, which is approximately 600 cubic yards of material. There will be approximately 120 square feet of coastal wetlands impacted from the dredging of the boat ramp area. These wetlands have formed on and adjacent to the boat ramp since use has declined over the recent years. Squires, Page 2 This area is closed to shellfish and is not located within a primary nursery area. There will be approximately 3,900 square feet of impacts to SAV's in the 580' of access channel. This is based on an average of 40% coverage of SAV's in this access channel. The channel landward was free of SAV's. As a proposal for the impacts of these SAV's, Mr. Squires is willing to give up his current use of the access channel due East of his property. This will prevent prop wash damage on SAV's and will allow SAV's to grow in this previous used channel. It is estimated that approximately 5,000 square feet of new SAV's will expand in this channel and will be able to stay established due to the elimination of boat traffic in this access. In addition to this, now there will only be one access channel for 3 lots in this area. This proposal is reducing the number of access channels and reducing the prop wash effects on SAV's. Mr. Squires has contacted Coastal Dredging to perform the dredging. Coastal Dredging's method of dredging is with an excavator and a barge. The dredged material will be hauled to Mr. Squires' lot, which is adjacent to the boat basin. The spoil material will be unloaded at the riprap bulkhead. The barge will be able to ramp any wetlands directly in front of the bulkhead. The estimated amount of dredged material is 600 cubic yards. No coastal wetlands will be impacted from this operation except for the wetlands mentioned earlier. Silt fence (NCDOT Standard 1605.01) will be utilized before the spoil is placed on the property. The spoil will be contained in a 150' x 30' area until it dries. Once the material is dry, the material will be graded, seeded and mulched on the residential lot. Also, we will be replacing the exisitng 12' wide concrete boat ramp. The use of this facility is for boating. Daily operations will be boating. c. There will be one excavator and one barge. Once excavated, the dredged material will be barged to an approved site. Please see the attachment. The spoil will be unloaded from the barge with a bobcat and unload it at the spoil site. Broken ramp will be removed by excavator and concrete will be formed and poured up to NHW mark. The next section will be poured on high round and slid into lace with excavator. All equipment stored on high round with the exception of barge. d. List all development activities you propose. Dredge in the existing channel as shown on the plans to obtain 3' of water @ NLW to ensure traditional use. Also, replace the exisitng concrete ramp with new concrete.
