I have reviewed their response to the NOV. In my opinion, they still need to provide a great deal of technical
information to support their claims that the previously approved SMP has been "substantially followed." My comments
for the Request for More Information letter are attached - please let me know if you have questions/concerns.

Items (4) and (9) have not been satisfactorily addressed. The as-built plan sheets must be full-
sized (and at a scale of 1" = 20' or larger) with 1' topographic lines, the stormwater drainage
system, building and road footprints, and all other relevant details for the DWQ's review. Please
provide a completely filled out Level Spreader Supplement Form with ALL required items. This
form is available at: http://Portal.ncdenr.org/web/wq/ws/su/bmp-manual. In addition,
documentation of the buffer authorization has not been provided.
2. Item (5) has not been satisfactorily addressed. The plan sheets must be full-sized (and at a scale
of 1" = 20' or larger) with 1' topographic lines, the stormwater drainage system, building and
road footprints, footprints of the diffuse flow devices and all other relevant details for the
DWQ's review. Please provide a completely filled out Level Spreader Supplement Form with ALL

3. Item (6) has not been satisfactorily addressed. The as-built plan sheets must be full-sized (and

a completely filled out Stormwater Wetland Supplement Form with ALL required items (the
form that was provided is incomplete and does not include the Required Items Checklist). This
