Thank you for your PCN and attached information, dated 12/11/2020, for the above referenced project. I have reviewed
the information and need clarification before proceeding with verifying the use of Nationwide Permit (NWP) 14
(http://saw-reg.usace.army.mil/NWP2017/2017NWP14.pdf). Please submit the requested information below (via e‐mail
is fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide
Permit or consider your application withdrawn and close the file:
1) The wetland and stream delineation included on the Wetland and Surface Water Impacts Permit Drawing Sheets
1-9 is not consistent with the delineation verified by the Corps in the field on 5/22/2018 (attached). Please note,
the survey of the “Wetland Boundary for NCDOT” (sheets 1-3) included in the PCN package (also attached) does
appear to show the correct field-verified stream and wetland delineation, although this delineation was
apparently not included on the Permit Drawings. Please make the necessary changes to the Permit Drawings and
re-calculate the wetland and stream impacts accordingly on the PCN and plans;
2) Based on the plans, the project would fill in the majority of Wetland WC and place a ditch through the southern
extent of this wetland. These impacts would leave a remnant of Wetland WC ~0.01 acre in size. The small
remaining size, in combination with the drainage effects from the ditch is likely to significantly reduce the
functional value of this remnant wetland. As such, we consider the remainder of this wetland to be a functional
loss, warranting compensatory mitigation. Also, per item 1 above, a potion of Stream SD enters Wetland WC and
would also be impacted/drained by this ditch. Please ensure that the PCN and plans account for these stream
impacts.
