Mr. Shaver:
As you are aware, the Department has monitored the Northeast Creek Mitigation Site since its
construction in October 2006. Located in Onslow County, at Bridge No. 3 over Little Northeast
Creek on SR 1423, this 0.28-acre site provided wetland restoration credit for impacts associated
with the B-3682 project. The wetland restoration effort involved the'removal of the old existing
roadway fill and was planted with bottomland hardwood species and must re-attain jurisdictional
status at the end of three years; hydrologic monitoring was not required for this project.
According to pen-nit conditions, NCDOT was required to monitor the Northeast Creek Mitigation
Site for three years or until success criteria were met, with vegetation monitoring conducted each
year. After each growing season, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Natural Environment Unit's (NEU) wcbsite:

After three years of vegetation monitoring, the Northeast Creek Mitigation Site indicates that the
planted species are surviving and wetland restoration area has re-attained jurisdictional status.
Individual annual monitoring data is provided within the monitoring reports available on NEU's
website between 2007 and 2009.

A site visit was conducted on September I".. 2010 with-the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required. NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site is
