Corey Basinger DEC 2 3 2020 Regional Supervisor NCDEQIDWRINPDES Water Quality Regional Operations Section Mooresville Regional Office Division of Water Resources,NCDEQ Subject:Notice of Violation and Intent to Assess Civil Penalty Tracking Number: NOV-2020-LV-0827 Permit No.NC0045471 Barium Springs Home for Children Iredell County Mr. Basinger, Barium Springs Home for Children appreciates the opportunity to respond to the Notice of Violation dated November 19,2020;received November 25,2020. Our response below is in regard to the following violations that occurred during the September 2020 monitoring period. The violations of the effluent limits occurred as a result of the ongoing restoration of the sand filters. With one filter online and repairs underway,filtration capacities are limited and continuie to impact the facility. The limitation of filtration capacity directly relates to the two BOD daily maximum violations, on September 2nd and September 16th,also resulting in a monthly average exceedance. Flow volumes were low and inconsistent, with daily amounts averaging in at less than ''/a of the design capacity, and ranging from 6,600 to 720 gallons. As of current,repairs are in their final stages with an estimated turnaround time of 30-45 days. We believe that the repairs will improve the performance of the treatment facilities. As a children's home with limited resources, the repairs being completed are a major investment for our facility and we appreciate the Division's willingness to work with us. We do take compliance with NC DEQ permit very seriously and are working hard to meet effluent limits. It is our request that our attention in these matters be taken into account by the Division when proceeding with enforcement.
