John,
Yes, the letter should be to me. Copying FERC is not necessary as I will provide documentation to them
that the settlement has been changed and provide evidence that all parties agreed. You may still copy
FERC as you wish, that's up to you. As to the 401, to me that remains between you and FERC. All the
requirements of the 401 ended up in the license so to Dominion that is a moot point. If you do amend
the 401, please send me a copy of the amended version. Note however, that this 78,000 lb requirement
was not in the 401 so as I see it, no amendment is necessary.

okay I have finally worked my way down to this item. I guess I need to
amend the 401 (not withstanding your and FERC's silly idea that we have
waived it! please note - editorial remark.) and also make a letter to
you (or FERC? or copied to FERC) on letterhead agreeing to the change.
Do I have the process right? please advise. thankx
