AFparently the corrugated nature of the aluminum vs. the smoothness of a concrete culvert creates resistance affecting the hydraulic models, and therefore the width of the structure. Again the length of the structure will not change, but the following widths have been revised: Site 3 0].d: 1@8'x6'. RCBC Revised: 1@15'4"x 6'5" Aluminum j Site 6: 01.d: 2@6'x5' RCBC ..Revised: 1@18'7"x 5'4" Aluminum „ Site 7. 01.d: 1@10'x5' RCBC RE!vised: 1@ 16'4" x 5'11" Aluminum This change will not only save the department approximately $300,000 but also-should- al,leviate some of the subsidence concerns as an aluminum structure weighs 5% of what a RCBC weighs. The streams are connected to larger wetland systems that have been "pinched" by the road and adjacent railroad. I made a quick map on google maps to display a "bigger picture view" of these systems. Which site are you proposing to switch from concrete to aluminum? The structure change to aluminum is proposed at all three culvert sites. We have had internal discussions recently about using the, prefabricated aluminum culverts. There have been situations where the DWQ has felt, because you have less control over the size of the culvert and DOT upsizes, that.the stream has been-;-: ,over-widened. So, I would pose a few questions: 1. What culvert width was permitted, and what width are you proposing (what is the difference in the widths?) 2,. How are you proposing to prevent over-widening of the stream and any instability that may be associated with the wider width? 3'.- Which-site-are you-proposing!to switch from concrete to aluminum? 4 Because this isnOt simply just changing materials, but also about . width, which can lead to other issues, I would like to see some type of drawings would feel comfortable allowing this. Due to the potential subsidence at the culvert sites, an aluminum culvert is lighter, and would not require the timber piles to rest on as the RCBC culverts require. This saves the department approximately $300,000 and also removes the major concrete work around water. The length of the culvert remains the same, the structure would still be buried 1' in depth, and the previously identified moratorium would still apply. However, the width of the structures would change. Apparently, aluminum culverts come in pre-determined sizes unlike the RCBCs that can be cast on-site. 4 As the impact summaries will not change, will additional documentation (i.e. drawings, impact summary tables, etc) be required, or may this email serve as sufficient notification?
