SECRETARY Silt Basin Design - US 74 Bypass Slope Failure Attached are plans and design calculations from Jerry Lindsey, P.E., NCDOT Hydraulics Engineer, for the proposed silt basin down stream of the slope failure site in Richmond County. The proposed basin will be 95' x 185' in size and we are acquiring a 2-acre temporary drainage easement around this basin. Once installed, this basin will drain through a 60" riser and a 54" corrugated metal pipe continuing through the dyke of the basin. The dyke will be constructed in the existing dirt road on the property and will remain as a roadway for the property owner to access their other property across the stream. At the end of the silt collection process, the 54" CMP will remain in place for the stream to continue to travel through as it did before in a 24" CMP. Our maintenance staff will monitor the basin monthly and after a rainfall of 1" or greater to ensure it is functioning properly. Also, silt will be removed from the basin as needed and new filter stone placed around the 60" riser pipe as required. Once the Right of Way Department has secured the necessary easement, we plan to begin construction of the basin. I will keep you informed as to when we are able to begin work at this site. Conti, Jr. SECRETARY Attached is a plan sheet of a temporary drainage easement we need to obtain from the von Drehle Corporation in Richmond County. Several months ago we had a major slope failure on US 74 Bypass and lost thousands of yards of silt into a stream adjacent to the slope failure. The Division of Water Quality and Army Corps of Engineers have requested that NCDOT install a temporary riser basin (STD 1630.01) in the stream on the von Drehle property to collect silt and further prevent it from going downstream into an EEP site. The EEP site was obtained from the von Drehle Corporation as well. This riser basin will remain in place for some time and possibly even several years until the stream has regenerated itself. Therefore, I feel that a temporary drainage easement will be all that is required from the property owner. The von Drehle folks gave us permission early on to access their property to install a temporary rock check dam in the stream as requested by DWQ and the Corp without any compensation, just a verbal okay. We have access through their gate to this property to keep a watch on the check dam and for use while we have surveyed for the TDE, access road, etc. The TDE is approximately 1.683 acres in size; the access easement along the existing farm/hunt road is 0.49 acres for a total area of 2.173 acres. A 95' by 185' riser basin will be installed just north of the farm road where the rock check dam is located. The basin will collect silt while allowing water to flow on downstream. NCDOT will install a 54" CMP with 60" riser in the stream replacing the existing 24" pipe and the dam/dyke of the basin will be constructed in the existing road bed. This dyke will also serve as the road and will be covered with stone so that the property owner can access their property on the other side of the stream. The only access now at this location is across a "ford" in the stream 219 Clemmer Road, Rockingham, North Carolina 28379 Phone (910) 582-7075 Fax (910) 582-7065 Pagc 2 where people have been crossing as needed. The TDE is much larger than the actual basin so that DOT has room to access the basin for frequent silt removal. DOT will also improve the access road as needed with ABC stone or larger ballast stone so as to not damage the integrity of the existing road. The von Drehle Corporation can be reached at 910-410-9131. Based on my experience, you may have to talk with one of the von Drehle's to obtain the needed easement. They are familiar with DOT and/or the State because we have an EEP sitejust south of the location in question. I feel that if we make just compensation to them for the temporary loss of timber and land, they will gladly sign right of way for the TDE. I will be glad to meet with you or your staff on site to discuss our plans if needed or to meet with someone from the von Drehle Corporation so that they understand what DOT needs to do and what DOT is going to do for them on their property.
