The proposed rail crossing closure at Tory Path Road is referred to as Phase I of the P-5748 Helms Road grade separation STIP project. The grade crossing at Helms Road will remain open with a reconfiguration of the crossing until the completion of Phase 2. PRELIMINARY PURPOSE AND NEED: The need for this project arises from safety concerns at the Tory Path Road and CSX Railroad crossing. Increased development in the area will result in increased vehicular traffic needing to cross the railroad crossing. It is increasingly important that safety enhancements be made at this location for residents of the area to cross the railroad safely and improve their quality of life by eventually eliminating crossings in the Waxhaw area. In the past, this crossing has been blocked and prevented residents from accessing Waxhaw Highway (NC 75). Blocked crossings are not only a quality of life issue but pose additional safety concerns for the residents along Tory Path Road since this is currently their only access. The purpose of the proposed project is to eliminate rail-highway conflicts at the existing at-grade railroad crossing location on Tory Path Road near its intersection with Waxhaw Highway (NC 75). These improvements will provide better emergency service response to the residents of Tory Path Road, western Waxhaw, and the Millbridge Community. No cultural resources were identified from online available mapping.
