Subject: Comments on the Environmental Assessment related to the proposed Stamonsburg
Road/Tenth Street Connector from Memorial Drive to SR 1702 (Evans Street), City of
Greenville, Pitt County, Federal Aid Project No. STP-0220(26), TIP U-3315
State Clearinghouse Project No. 11-0112.
This office has reviewed the referenced document dated September 2010. The NC Division of Water
Quality (NCDWQ) is responsible for the issuance of the Section 401 Water Quality Certification for
activities that impact Waters of the U.S., including wetlands.
According the document, there are no currently known surface waters or wetlands present in the project
area. Based on this, the NCDWQ has no specific comments at this time. Therefore, it is possible that a
401 Water Quality Certification may not be needed, as is also indicated in the document. However,
should surface waters or wetlands be discovered in the project area in the future, the NCDWQ should be
contacted for the appropriate course of action and guidance on 401 Water Quality Certification.
