Good morning,
The 15-Day Record Drawing review for the Catfish Pond Mitigation Site (SAW-2018-00424) ended August 13, 2020. Per
Section 332.8(o)(9) of the 2008 Mitigation Rule, this review followed the streamlined review process. There were no
objections to issuing the initial credit release. IRT comments are listed below. Please find attached the current signed
ledger.
DWR Comments, Erin Davis:
1. Section 5 — In the future, please make a general note if there are any shifts in monitoring locations from the
final mitigation plan.
2. Table 6a — Painted buckeye should be yellow buckeye.
3. Plant substitutions and quantity changes — In the future, DWR would prefer quantity changes not to exceed 20
percent for a single species (e.g. sycamore) in order to facilitate species diversity. Also, I question whether yellow
buckeye is an appropriate species for the proposed target community given the site is not located within the species
range (Native Trees of the Southeast and NRCS Plant Database).
EPA Comments, Todd Bowers:
At this time I have no significant comments or concerns with the site as presented in the monitoring report and concur
with the release of stream credits up to 30% of the total credits per Credit Release Schedule Milestone #2 for
completion of site construction, physical and biological improvements.
A general comment concerns the use of "random" to describe the vegetation plots. Since all veg plots are randomly
located this can be confusing. The permanent fixed plots are randomly located (once) and the others are also randomly
located but move during each monitoring period (mobile?). Suggest revising language to minimize confusion.
