After reviewing the revised mitigation proposal I have the following comments.

DOT is proposing to use 25.6 riparian credits from the Northeast Cape Fear Umbrella Mitigation Bank. This bank is the
closest available mitigation site to the project impacts, therefore WRC does not object to using these 25.6 credits. The
remaining 9.51 credits proposed by NCDOT would be provide by DMS from the Cape Fear 07 basin.

Our concern is all remaining credits in the NECFUMB are from preservation only credits and therefore alone will not
provide replacement value for the lost wetlands. Consequently, WRC is requesting that all credits purchased from DMS
come from restoration credits and should be increased to account for the full amount of riparian wetland impacts at a
1:1 ratio.

Your agencies were the last three that commented regarding the April 29 mitigation proposal. I am starting my decision
document and would like to close the loop and get your agency’s thoughts on this latest mitigation proposal to off set
the unavoidable impacts associated with R 3300 B.
