As stated in the attached from the applicant the initial mitigation plan was to utilize DMS for impacts not covered by leftover credits already purchased from a private mitigation bank in the Cape Fear HUC. DMS has reported a shortfall of credits in a the White Oak HUC which comprises a small amount of the project area closest to Highway 17 near the proposed northern interchange. DMS has reserved credits in the Cape Fear HUC as a replacement for the White HUC shortfall. This letter represents the final mitigation proposal for the requested modification. I’m requesting any comments regarding this aspect of the project to be within the Public Notice comment period which closes on May 8, 2020. If additional time is necessary please advise.
