1. Avoidance and Minimization

Through several iterations and according to best engineering practices, impacts were minimized so that only 0.134 acre of wetlands were impacted out
of the total of 12.06 acres of wetlands existing on the property. These impacts were necessary for infrastructure due to other state and local
regulations and for engineering requirements that promote public safety and well being.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Care will be taken and best management practices adhered to during construction activities to limit impacts only to those areas indicated. This will be
accomplished through staking, flagging and installation of silt fence for the protection of areas adjacent to those subject to construction activities.

The Natural Heritage Program has no record of rare species, significant natural communities, significant
natural heritage areas, or conservation/managed areas at the site nor within 0.1-mile of the project area.
Camp Lejeune lies about 0.1 mile to the south of the subject property, across NC 24. Stones Creek Game
Land, administered by the N.C. Wildlife Resources Commission, lies about 0.3-mile to the north. These
managed/conservation areas would not be impacted by the project.
You may wish to check the Natural Heritage Program database website at www.ncnhp.org for a listing of
rare plants and animals and significant natural communities in the county and on the quad map. Our
Program also has a new website that allows users to obtain information on element occurrences and
significant natural heritage areas within two miles of a given location:
<http://nhpweb.enr.state.nc.us/nhis/public/gmap75_main.phtml>. The user name is "public" and the
password is "heritage". You may want to click "Help" for more information.
NC OneMap now provides digital Natural Heritage data online for free. This service provides site
specific information on GIS layers with Natural Heritage Program rare species occurrences and
Significant Natural Heritage Areas. The NC OneMap website provides Element Occurrence (EO) ID
numbers (instead of species name), and the data user is then encouraged to contact the Natural Heritage
Program for detailed information. This service allows the user to quickly and efficiently get site specific
NHP data without visiting the NHP workroom or waiting for the Information Request to be answered by
NHP staff. For more information about data formats and access, visit <www.nconema .cp om>, then click
on "FTP Data Download", and then "nheo.zip" [to the right of "Natural Heritage Element Occurrences"]

At this time, only non-riparian wetland credits are available from the Hofmann Forest Wetland Mitigation Bank.
We hope to have some riparian and stream credits available in the future.
For non-riparian credits, the price per credit is $44,883, so 0.134 acres at a 2:1 mitigation ratio would require 0.268 credits and a payment of $12,028.64.
