We received approval for buffer impacts on February 25, 2010. The project was bid and
construction began in August of 2010. The plans showed dual 24" HDPE pipes were existing and
the project was to install 4 - 24" concrete Flared End Section (FES). The contractor found a
discrepancy on the plans which is causing a change to the approved permit.
The existing pipes are dual 36" HDPE pipes. We looked at several options with the contractor to
determine what would cause the least disturbance including installing 36" FES, using a precast
headwall or using Class 1 rip-rap only. The 36" FES would not fit on the existing pipes due to how
close the pipes were installed originally. The Precast headwall could only be partially precast again
due to the existing location of the pipes and the remainder would be poured in place. The Town of
Cary utilities department did not want a poured in place wall on top of a sewer line in case a repair
was needed in the future. Therefore the Class 1 rip rap was determined to be the best solution.
The previous buffer impacts and the new impacts are listed in the table below:
