In addition, speculative effluent limits for the 20 MGD discharges to the South Yadkin and Catawba Rivers have been evaluated. In order to receive final permit limits a formal application will have to be submitted to the Division's Permit and Engineering Unit. 1. Third and Fourth Creek discharges. U.) 6-9 6-9 Under current Division of Environmental Management (DEM) procedure, chlorine limits are now recommended for all new or expanding dischargers proposing the use of chlorine for disinfection. An acceptable level of chlorine in the Fourth Creek W WTP's effluent is 25 ug/L to ensure protection against chronic toxicity based on the State's instream chlorine standard of 17 ug/L. The maximum chlorine limit of 28 ug/L for expanding discharges is recommended for Third Creek W WTP's effluent to protect against acute toxicity. The instream waste concentration in Fourth Creek including the 10 MGD discharge is 69%. The instream waste concentration in Third Creek including the 10 MGD discharge is 54%. A chronic toxicity testing requirement will remain a condition for both of the NPDES permits. A complete evaluation of limits and monitoring requirements for metals and other toxicants will be addressed with the formal NPDES application. 2. South Yadkin River Discharge The proposed 20 MGD discharge site on the South Yadkin River is approximately eight (8) miles upstream from the point on the Yadkin River where High Rock Lake affects the flow. The Division's Level B desktop model is a poor predictive tool for estimating the dissolved oxygen (D.O.) sag in transition zones between rivers and lakes. In the absence of field data, estimating stream velocities in these transition zones based on small stream bed slopes typically results in a poor D.O. sag prediction. Therefore, at this time we are not able to predict the impacts a 20 MGD discharge'may have on water quality at the proposed location on the South Yadkin River. As a result, the tentative limits at this site would be consistent with other major dischargers in the area. For example, the City of Salisbury is planning an expanded discharge of 20 MGD to the Yadkin River. Salisbury has been granted summer limits of-BODS.= 5 mg/L and NH3-N = 2 mg/L. If the Cityof Statesville would like to explore the potential for higher limits than BOD5 = 5 mg/L and NH3-N = 2 mg/L a more intensive modeling -analysis would need to be performed on the South Yadkin River. This analysis would require time for the collection of field data during low flow conditions for calibrating a model. If the City would like to discuss a possible cooperative effort towards planning a more intensive study on the South Yadkin River the Techr4cal-Support Branch would be glad to arrange a meeting. Given the eutrophication problems documented in High Rock Lake the City is advised that nutrient Emits may be recommended subject to the outcome of the High Rock Lake Modeling Project which is currently underway. 3. Catawba River discharge. The seven major reservoirs that make up the chain of lakes along the Catawba River create many transition zones between streams and lakes which makes the allowable amount of oxygen consuming wastes that can be discharged difficult to determine. Therefore, the tentative limits for the 20 MGD discharge to the Catawba River are based on the recommended management strategies for the Catawba River chain of lakes as outlined in the 1995 Catawba River Basinwide Water Quality Management Plan. The tentative limits for the 20 MGD discharge to the Catawba River are as follows: Waste flow (MGD) BOD5 (mg/L) NH3-N (mg/L) D. O. Summer and Winter 20 15 4.0 5.0 30.0 200 28 b-9 Although the 1995 Catawba River Basinwide Management Plan does not have any specific recommendations for managing nutrients from point sources discharging into Lake Norman, the City of Statesville should consider the possibility of a total phosphorus limit as low a 1 mg/L in planning their future wastewater treatment facility.. In addition, the City should consider that if it maintains its water supply intake in the Yadkin River basin and chooses to discharge into the Catawba River basin that this constitutes an inter basin transfer of water which would require a certificate from the Environmental Management Commission. Tony Young with the Division of Water Resources can provide you with further information concerning this matter (715-5454). DEM is planning a basinwide water quality management initiative. Our sche;ule for implementatioii:in the Yadkin River basin is set for 1998. The plan will attempt to address a$ sources of point and nonpoint pollutants where deemed necessary to protect or restore water quality standards. In addressing interaction of sources, wasteload allocations may be affected. Those facilities that already have committed to high levels of treatment technology are least likely to be affected. Please be advised that response to this request does not guarantee that the Division will issue an NPDES permit to discharge treated wastewater into these receiving waters. It should be noted that new and expanding facilities, involving an expenditure of public funds or use of public (state) lands, will be required to prepare an environmental assessment (EA) when waste flows: 1) exceed or equal 0.5 MGD, or 2) exceed one-third of the 7Q10 flow of the receiving stream. DEM will not accept a permit application for a project requiring an EA untilthedocument: has-been approved by the Department of Environment, -Health. _Na esources and a Fuldin , of No .Si . ` icant Im act. The EA should contain a clear justification for the proposed facility and an analysis of potential alternatives which should include a- thorough evaluation of non -discharge alternatives. NQn-discharge alternatives or alternatives to expansion, such as spray irrigation, water conservation, inflow and infiltration reduction or connection to a regional treatment and disposal system, are considered to be environmentally preferable to a surface water discharge. In accordance with the North Carolina General Statutes, the practicable waste treatment and disposal alternative with the least adverse impact on the environment is required to be implemented. If the EA demonstrates that the project may result in a significant adverse affect on the quality of the environment, an Environmental Impact Statement would be required.
