9. PROJECT DESCRIPTION:
The project site is located at 20 Island Dr., adjacent to Mott's Channel on Harbor Island, between the
Atlantic Ocean and Greenville Sound. The site is located in the Wrightsville Beach Township in New
Hanover County. The lot is approximately 0.16 acres with 60.15' of shoreline frontage, which is stabilized by
a wooden bulkhead. The lot averages 5' above mean sea level (MSL). The applicant is currently
constructing a new single-family residence on the property through CAMA Minor Development Permit No.
10-17 that was issued by the Town of Wrightsville Beach. Vegetation on the property consists of lawn
grasses. There are currently no existing coastal wetlands at this property. There are currently no water
dependent structures such docking structures associated with this property. The adjacent properties to the
north and south currently have single-family residences with individual private docking facilities each.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high
ground portion of the project area as Developed. The waters of the Mott's Channel, which are included in
the Wrightsville Recreational Area, are classified SB# by the Division of Water Quality. They are NOT
designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the
harvest of shellfish.
PROPOSED PROJECT:
The applicant proposes to construct a private docking facility. A new access pier, measuring 16' in length
by 6' in width would extend from the bulkhead towards the west into Motts Channel. The pier would
terminate into a covered platform, measuring 16' in length by 20' in width. Waterward of the covered
platform would be an uncovered platform, measuring 12' in length by 20' in width. An access ramp would
then lead onto a floating dock, measuring 24' in length by 6' in width that would run perpendicular to the
shoreline. A floating dock, measuring 10' in length by 6' in width would be located on the most landward
end and northern side of this floating dock, creating an "L-shaped" configuration. The applicant proposes to
install a boatlift, measuring 13' in length by 14' in width on the northern end of this "L-shaped" configuration.
The proposed structures would provide docking space for four (4) vessels. The application states that water
depths at the proposed docking facility would be approximately -7.0' to -8.0' at normal low water (NLW) and
within the established Town's pier head line (See sheets 1 through 4).
10. ANTICIPATED IMPACTS:
The proposed docking facility would incorporate 946 sq. ft of Public Trust and Estuarine Waters. Minor
increases in turbidity should be expected during the construction phase of the project, however, turbidity
levels should return to normal once the project is complete. As proposed, the applicant's proposal would
not interfere with navigation. The proposed docking facility would accommodate four (4) slips for vessel
dockage. All structures are within the established Wrightsville Beach Pierhead Line and outside the 15'
riparian corridor setback requirements.
