Bean, Director Charlotte -Mecklenburg Utility Department 5100 Brookshire Boulevard Charlotte, North Carolina 28216 Subject: Re -rating Comments Permit No. NCO030210 Mallard Creek WWTP Mecklenburg County Dear Mr. Bean: A preliminary review of your request to re -rate the Mallard Creek WWTP from 6.0 MGD to 8.0 MGD has been completed. The Division can not approve the re -rating, without further plant improvements, based on the following concerns: Influent wastewater characteristics used in the calculations were lower than in previous years. The maximum numbers should be used. No pilot tests have been performed for possible chemical additions. Sludge storage capabilities must be greater than 30 days per NCAC 2H .0138 (b)(8)(B). Sufficient sludge storage cannot be determined without pilot tests being performed. The report assumes that the same removal efficiencies attained at the plant at 75% capacity will be reached at 133% capacity. Stress tests on the treatment system at the increased flow must be performed in order to determine if the same efficiencies can be met. There will be no backup chlorination system at the increased flow, which is required per 2H .0124 (3). The plant has not met the ammonia limit of 2.0 mg/1 (summer) and 4.0 mg/I (winter). There have been 3 violations in the last year. If the facility can not meet its current limits, how can the facility meet the reduced limits of 1.0 mg/I (summer) and 2.0 mg/I (winter) at the expanded flow? The facility may submit plans and specifications for the construction of additional treatment units to increase the capacity of the plant to 8.0 MGD. If the Division does not receive a request within 30 days, the re -rating submittal will be returned. The Division will move forward with the permit modification from 6.0 MGD to 8.0 MGD, unless otherwise advised. This application has been assigned to Mary Cabe for review.
