Dear Mr. Stowe:
A letter of request for an Authorization to Construct was received November 12, 1991 by the
Division and final plans and specifications for the subject project have been reviewed and found to be
satisfactory. Authorization is hereby granted for the operation of the subject facility to provide for
biological nutrient removal, the construction of centrifuge sludge thickening, a sludge storage area, a
sludge conveyor, expanded sludge and gas storage, and all associated appurtenances with discharge of
treated wastewater into Mallard Creek which is classified Class C waters in the Yadkin -Pee Dee River
Basin.
This Authorization to Construct is issued in accordance with Part III paragraph B of NPDES
Permit No. NCO030210 issued June 8, 1990, and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No.
NC0030210.
The sludge generated from these treatment facilities must be disposed of in accordance with G.S.
143-215.1 and in a manner approved by the North Carolina Division of Environmental Management.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement wastewater treatment or disposal facilities.

The Mooresville Regional Office, phone no. 704/663-1699, shall be notified at least forty-eight
(48) hours in advance of operation of the installed facilities so that an in -place inspection can be made.
Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m.
�\ until 5:00 p.m. on Monday through Friday, excluding State Holidays.
Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, this Authorization to Construct and the approved plans and
specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC
27626-0535.
The subject wastewater treatment and disposal facilities shall be connected to an operational
publicly owned wastewater collection system within 180 days of its availability to the subject facilities, if
the subject wastewater treatment or disposal facilities are in noncompliance with the terms and conditions
of the NPDES permit, the Authorization to Construct, or the governing statutes or regulations. Prior to the
initiation of these connection activities, appropriate approval must be received from this Division.
Upon classification of the facility by the Certification Commission, the Perminee shall employ a
certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment
facilities. The operator must hold a certificate of the type and grade at least equivalent to the classification
assigned to the wastewater treatment facilities by the Certification Commission. Once the facility is
classified, the Petmittee must submit a letter to the Certification Commission which designates the operator
in responsible charge within thirty days after the wastewater treatment facilities are 50% complete.
A copy of the approved plans and specifications shall be maintained on file by the Pertrrittee for the
life of the facility.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Environmental Management in accordance with
North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. Type of Existing Treatment Facility: Existing treatment
consists of an influent pump station, bar screen, primary
clarifiers, trickling filters, first stage aeration, first
stage clarifiers, second stage aeration, second stage
clarifiers, effluent polishing lagoon, gas chlorination with
contact 'basin, anaerobic sludge digestion, sludge drying beds,
and standby power supply.
2. Type of Proposed Treatment Facility: Phase I (conversion to a
single stage activated sludge process) under construction at
the present time, will consist of mechanical screening, grit
removal, additional primary clarification, new final
clarifiers, effluent filters, and UV disinfection (with
chlorine as backup disinfection). Phase II will consist of
converting the operation of the WWTP to provide for biological
nutrient removal (BNR), flow equalization (which will replace
the polishing lagoon), expanded sludge and gas storage,
centrifuge sludge thickening, and sludge loading area.
3. Sludge Handling and Disposal Scheme: Sludge is treated by
anaerobic digestion and sludge drying beds. Final disposal is
by land:application via Permit No. WQ0000057.
4. Treatment Plant Classification: Less than 5 points; no rating

the subject facility, and has no objection to the issuance of the
Authorization to Construct.

northeast on US Hwy 29 approximately 1.6 miles. Turn right
onto the,Mallard Creek WWTP entrance road. The WWTP is located
at the end of the road.

4. Air Quality and/or Groundwater concerns or hazardous waste
utilized at this facility that may.impact water quality, air
quality or groundwater? Air Quality concerns should be
obtained regarding the burn off of digester gas from the
anaerobic digesters. There are no known Groundwater concerns
nor is there any known Hazardous waste utilized at this
facility.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee, Charlotte - Mecklenburg Utility Department, has
applied for permit renewal for the Mallard Creek WWTP.
The WWTP is currently expanding from 3.0 MGD to 6.0 MGD. Phase
I of the expansion process is under construction at the present
time. Phase II of expansion will start shortly.
The second downstream monitoring location is very difficult to
access for the WWTP personnel. Downstream monitoring may need to be
modified.
If a residual chlorine limit is implemented, it is uncertain
whether the WWTP could meet the limit without modification to the
treatment process.
This office recommends that the subject permit be renewed
