Dear Ms. Jackson:
Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are
forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
This final permit includes no major changes from the revised draft permit sent to you on September 23, 2009.
This final permit does require the reporting of Total Kjeldahl Nitrogen and Nitrate/Nitrite Nitrogen. You are already
monitoring these parameters to report Total Nitrogen, and this change will only require you report those parameters on the
Discharge Monitoring Report in addition to Total Nitrogen.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you
have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request
must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with
the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is
made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other
permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may be required. If you have any

to receiving waters designated as an unnamed tributary to Pantego Creek in the
Tar -Pamlico Fiver Basin
in accordance with effluent limits, monitoring requirements, and other conditions
set forth in Parts I, II, III and IV hereof.
This permit shall become effective December 1, 2009.
This permit anal authorization to discharge shall expire at midnight on November 30, 2014.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.
Town of Pantego
is hereby authorized to:
1. Continue to operate an existing 0.006 MGD wastewater treatment facility with
the following components:

♦ Dual septic tanks
♦ Recirculating sand filter
♦ 5,000-gallon recirculation tank
♦ "Perc-Rite" control system
♦ LJV disinfection
♦ Flow totalizer
♦ Venturi tube -air injection unit
This facility is located at the Town of Pantego Municipal Center at 142 Swamp
Road, West of Pantego, in Beaufort County.
2. Discharge from said treatment works at the location specified on the attached
map into an unnamed tributary to Pantego Creek, classified C-Swamp NSW
waters in the Tar -Pamlico River Basin.

A. (2.) Nutrient Reduction Requirement
Dischargers to the Tar -Pamlico River are subject to the requirements, terms, and
conditions of the Tar -Pamlico Nutrient Sensitive. Waters (NSW) Implementation
Strategy: Phase III adopted April 14, 2005. Non-members of the Tar -Pamlico
Association will maintain or receive permit effluent limits for Total Nitrogen and for
Total Phosphorus concentrations as defined in the Strategy. Any revisions to the
Strategy during the life of this permit are applicable.
If requirements other than those listed in this permit are adopted as part of a
revision to the Strategy, the Division reserves the right to reopen this permit and
include those reauirements.
If requirement other than those listed in this permit are* adopted to prevent
localized adve se unpacts to water quality, the Division reserves the right to reopen
this permit and include those requirements.
