(3.) - Engineering Alternative Analysis (EAA) Requirement" in accordance with the above described permit. Eaistine System The present system is permitted to discharge 0.006 MGD into a natural tributary of Pantego Creek. It has a 500-gallon grease trap, dual septic tanks, a 5000 gallon re- circulation tank and a re -circulating sand filter. All components are in good condition and are well maintained. This writer is not aware of any violations of the permit requirements. Alternatives There are two practical alternatives to providing disposal of sewage from the Municipal Building. (1) Ground Absorption System (2) Tap into the Town of Belhaven System Ground Absorption System A 2.5-acre cleared site (in the vicinity of the Tennis Courts) would be used for the absorption area. Other Ground Absorption sites may also be available in the area or possibly a "spray or drip" irrigation system could be used to dispose of effluent. The estimated cost of such a system is $90,500., which includes $60,000 for the drain field. The estimated annual cost of operation, permits, maintenance and repairs is $1800. Tan into Town of Belhaven System The estimated cost of connecting to the Town of Belhaven Sewage Treatment System is $44,000. The estimated annual cost of operation and maintenance is $1300. Economic Feasibility of Alternatives Alternatives have not been evaluated because the presently permitted system is fully funded with deflated dollars. Therefore, the present value of the existing system is zero. The purpose of this report is to outline the characteristics of reasonable alternatives to the present permitted system. Data presented herein are based on this Engineer's expertise in constructing small sewage absorption fields and adding to existing sewage collection systems. The cost of the drain field system may vary significantly based on soil conditions, therefore any drain field area must be comprehensively evaluated in order to arrive at a more refined cost estimate. O'Neil, .As we discussed this jatoming on the phone, It is now standard pollcy, when permitting facilities to heat and discharge wastewater, 40 require them to analyze alternatives to dischage such as connection to existing facilities or land application, before initially granting a permit. Oncs analysis is done, it is not e' Chi generally required agithi unless the local circumstances change or the tacility has compliance problems. Martin plants, such as the one in pantego, were build "before this policy was implemented and have never done such an analysis.. While the Division is -not requiring such facilities to convert to other alternatives and cease discharge, it is requiring them to consider and provide intormatlon on:the technical Bad economic feasibility of altencatives. ,rhts analysis should i Ie submitted by a Town Official, but may be prepared by anyone the T*wn designates. It should compare the current system and costs to the protected costs of connection to the nearest sewer line andlor land application alternative$. l am including our gct, dance for preparing EAAs, and I have circled the x,ertions that would apply to thlla case.
