DIVISION OF ENVIR014MENTAL MANAGEMENT WATER QUALITY SECTION Mr. Gary Jensen The Chalet Motor Lodge Post Office Box 3099 Little Switzerland, North Dear Mr. Jen en: Larch 7, 1991 Carolina 28749 Subject: Effluent Limitations The Chalet Motor Lodge McDowell County The Asheville Regional Office recently received the effluent limitations proposed for the Chalet Motor Lodge's new wastewater discharge permit. The new fecal coliform limitation differs from the existing, an an ammonia (or toxicity) limitation is proposed as follows: Parameter Existing iAmitation _ Proposed Limitation Fecal C41iform 1000 organisms/ICO ml 200 organisms/100 ml Ammonia Nitrogen no emit (or Toxicity) no limit 1.0 mg/l Pass 99% The proposed fecal coliform limit modification is due to a more restrictive ater quality standard which became effective on October 1, 1989. I the renewal wastewater permit, the Chalet would have a choice of th 1.0 mg/l ammonia limitation., or alternatively, a chronic toxicity limitation of "pass 99%". The ammonia/toxicity limitation is proposed as a result of the Environmental Protection Agency's having required the State of North Carolina to address the issue of instream ammonia toxicity. The Chalet Motor Lodge should evaluate their existing disinfection equipment to determine if it will allow the the facility to meet the 'more restrictive fecal limitation when the new permit becomes effective. Due to ".ow flow ii the recieving stream, dechlorinatidn will likely be required. Review of the Chalet's monitoring data reveals inability to meet the proposed 1.0 mg/1 ammonia limitation. Also the likelihood of meeting a chronic toxicity of 99% is remote. Additional wastewater treatment, outfall relocation, or installation of a non -discharge alternative may be required. P ease have your engineer or contract: operator call me to discuss mean and a schedule to achieve compliance with newly proposed treatment re irements. Thank you for your attention.
