EAsting conditions onsite consists primarily of wooded land as well as the existing sewer easement. General land use in the vicinity of the project is predominately forested land and
residential developments. The original sewer line was installed between 2004 and 2007 and was permitted prior to that, some in association with Bowling Green subdivision , some in
association with the Austin Creek Development and the remainder permitted by the Town of Wake Forest . The associated Corps Action ID#'s are 200321398, 200420372, 200420427
& 200520191. The associated DWR project numbers are 03-1581 & 05-1480.

4h. Explain the purpose of the proposed project:*
The purpose of this project is to make improvements regarding sanitary sewer lines that were installed between 2004 and 2007. The system has been analyzed for existing flows,
existing flows plus development flows and then for the entire basin's development. The Austin Creek outfall was originally constructed to meet the requirements of the basin with much
less development planned and since then Wake Forest has seen great growth. Most utility systems are not installed for the ultimate buildout of the service area. That ties up too much
capital to provide capacity for the distant future. At some point in time the usage grows to match the available capacity and the existing system has to improved.

The overall project consists of the replacement of existing sanitary sewer lines for upgraded ones. Specifically, there are four (4) impacts to wetlands, streams and riparian buffers
associated with sewer outfalls. Equipment typically used for construction and earthwork such as backhoes, bulldozers, excavators, graders, pavers etc. will be utilized for this project.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts
could be avoided & minimized to the ma dmum e:dent practicable. Impact 1 is temporary riparian buffer impacts for sewer ouffalls. The sewer outfall
impact themselves are temporary and will occur within the epsting cleared sewer easement. Most of the buffer impacts will also occur in Zone 2,
minimizing riparian buffer impacts to Zone 1. Impact 2 is proposed temporary stream and riparian buffer impacts for a sewer outfall. The sewer
crossing is placed at a perpendicular angle to minimize stream impacts. The stream will be restored to epsting conditions after the removal of the
coffer dam being utilized. Impact 3 is proposed temporary wetland, stream and riparian buffer impacts for a sewer outfall. These temporary impacts will
occur within an already epsting cleared sewer easement. An epsting cleared maintenance corridor will be used for access to minimize potential
impacts. Impact 4 is proposed temporary wetland impact for a sewer outfall. An epsting maintenance corridor will be used as access to limit wetland
impacts. The access serves as a path to an upstream manhole for pump around during the sewer pipe replacement.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
All work will be conducted in the dry. Silt fence, coffer dams and pump arounds will be used to minimize disturbance and all activities will remain within
the cleared portions of the epsting City of Raleigh Sewer Easements. Erosion control measures are planned for trenching activities.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs' document
prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause
cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural
and silvicultural operations. The Austin Creek Sanitary Sewer Improvements project is a utility line improvement/replacement project.
