Salisbury Street Raleigh, NC 27604 Re: Holly Springs Business Park (formerly Green Oaks Parkway Site) Request for NWP 39 & GC 4139 SAW-2013-00472 Sage Project #2019.20 On behalf of Skie Properties Two, LLC (applicant and owner), please find attached a complete application and supplemental information requesting written concurrence from the US Army Corps of Engineers (USACE) that the activities associated with the proposed development of the Holly Springs Business Park (Project) may proceed under Nationwide Permit (NWP) 39 and General Certification (GC) 4139. Project Summary and Purpose The proposed project includes the construction of a commercial business park with associated driveways and utilities which will connect to existing adjacent infrastructure in the area. The +/-14.82-acre project is located at 420 Green Oaks Parkway in Holly Springs, Wake County, NC. Wake County lists the parcel PIN as #0649-12-1571. The approximate center of the property is located at Latitude: 35.6527°N; Longitude: 78.8614°W. Protect Detail The overall project consists of the construction of a business park comprised of proposed office buildings and flex space. Access to the Site will be provided by connections to Green Oaks Parkway. Driveways and parking spaces will be provided for each proposed building. Water and wastewater services will be connected to existing services adjacent to or currently on the Site. Heavy equipment typically used for utility installation projects (e.g. back hoes, bull -dozers, etc.) will be utilized. No federally threatened or endangered species are listed to occur within 1 mile of the Project according to the NC Natural Heritage Program (NHP) Database (see attached report dated March 8, 2019). The Site itself is not listed as a historic property or within a historic district. There are no historic properties located within 1.0 mile of the Site based on a query of the North Carolina State Historic Preservation Office (NCSHPO) database. Holly Springs Business Park Page 1 of 2 Project History The Site consists primarily of undeveloped, wooded land and existing utility easements. The wooded stands vary in composition and age throughout the site. Land use in the vicinity consists of commercial, industrial, recreational, and retail areas. Mr. David Gainey of Sage Ecological performed a wetland and stream delineation and submitted a PJD request on July 30, 2019. A concurrence e-mail from Mr. James Lastinger was received on August 20, 2019 (SAW-2013-00472) after conducting a site meeting with Mr. Sean Clark of Sage. A stream determination from NCDWR was obtained in a letter dated February 7, 2020 (RRO #20- 010). Although the letter states that Stream A & B are subject to riparian buffers, The Town of Holly Springs regulates riparian buffers where the Project is located. Avoidance and Minimization The proposed road was aligned so as to avoid and minimize impacts wetlands and streams. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. Silt fencing will be installed to provide additional protection from runoff. The eastern portion of the Site was not developed in order to avoid an additional stream and wetland crossing. Project Impacts Proposed permanent wetland impacts total 0.068 acre as a result of culverting for a road crossing and fill for a parking lot. Permanent stream impacts total 130 LF for a road crossing. Temporary stream impact of 10 LF are proposed for dewatering to construct the road crossing. The Site is within the lower Cape Fear River Basin; therefore, riparian buffer impacts are regulated by the Town of Holly Springs. No other impacts are proposed. Mitigation Permanent wetland impacts have been minimized to less than 0.1-acre and permanent stream impacts are less than 150 LF, therefore, no mitigation is proposed. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed buildings, roads, and parking lots were aligned so as to avoid and minimize impacts to wetlands, streams, and riparian buffers to the maximum extent practicable while still meeting the required parking and stormwater requirements for the Town. The southeastern corner of the property was left undeveloped which resulted in the avoidance of any proposed impacts to the perennial stream and associated wetlands located in the eastern portion of the Site. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts, while silt fencing will be installed to provide additional protection from runoff. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts. I have visited the site before back in 2013, and an AJD was issued, but has since expired. Initial AID for the project is incorrect. The correct AID is SAW-2013- 00472. Since the JD submitted reflects what was reviewed in 2013, 1 do not need to make a site visit. Due to increased workload volume, it may take 60-90 days for the issuance of a standalone JD, however the delineation as submitted may be used for planning and permitting purposes. Should the need for a permit be required, the PJD will be issued at the time of permit application review/permit issuance. Please let me know if you have any further questions.
