Stormwater discharges from the Site are regulated by National Pollutant Discharge Elimination System (NPDES) Certificate of Coverage No. NCG030227 under the State of North Carolina General Permit No. NCG030000 for Metal Fabrication (NCG03), which covers the facility's standard industrial code (SIC) 34 (Fabricated Metal Products). The Site entered Tier Three status in September 2018 due to copper (Cu) and zinc (Zn) exceedances at Outfall 002 after a facility expansion. No copper (Cu) or zinc (Zn) benchmark exceedances have occurred at either of the Site outfalls since January 2019. On November 24, 2020, representatives from Corning and Geosyntec Consultants of NC, P.C. (Geosyntec) had a teleconference with North Carolina Department of Environmental Quality (NCDEQ) Regional Engineering Associate Zachary Lentz, PE, to discuss the process for approval to returning to semi-annual monitoring. This letter serves as a formal request for regulatory relief from Tier Three status and approval to resume semi-annual monitoring. The eastern portion of the Site drains to Outfall 001 and includes administrative buildings and parking facilities; limited industrial activity occurs in the watershed draining to Outfall 001. The western portion of the Site drains to Outfall 002 and comprises a majority of the industrial activity from the facility. An expansion on the western side of the facility (which drains to Outfall 002) occurred in September 2017; galvanized gutters were installed as a part of this warehouse expansion activity. The Cu and Zn concentrations in the samples collected at Outfall 002 during the December 2017 and April 2018 semi-annual sampling events exceeded the benchmarks of the then -applicable 2012 NCG03 permit, which were 7 micrograms per liter (µg/L) and 67 µg/L for Cu and Zn, respectively. This triggered Tier Two status, and Corning began collecting samples from both Outfalls on a monthly basis beginning in June 2018. While under Tier Two status, Cu exceedances occurred at Outfall 002 in July 2018 and September 2018 and Zn exceedances occurred at Outfall 002 in July 2018 and October 2018. Because there were four exceedances at an Outfall within the permit period, Tier Three status was triggered. Tier Three status requires ongoing monthly monitoring until relieved by NCDEQ. It is notable that the NCG03 permit was reissued on November 1, 2018 with higher benchmarks; the increased benchmarks are 10 µg/L and 126 µg/L for Cu and Zn, respectively. Of the four samples at Outfall 002 which triggered Tier Three status, only the September 2018 Cu result at Outfall 002 exceeded the increased 2018 benchmarks. Tier Three status would not have been triggered if the existing permit were in effect prior to November 2018. MONTHLY MONITORING RESULTS Monthly sampling commenced in June 2018 after entering Tier Two status. Corning endeavored to sample monthly, but samples could not be collected during some months due to the lack of a qualifying rainfall event within the sampling period or the absence of rainfall -generated runoff at the Outfalls. Certifications of no discharge for those periods are provided in the Discharge Monitoring Reports (DMRs) in Attachment B. Laboratory results to support the DMRs are also provided in Attachment B. A summary of Cu and Zn concentrations from December 2017 to September 2020 is provided in Table 1. Figures 2 and 3 display these data graphically for Outfall 001 and Outfall 002, respectively. After September 2018, all collected samples were analyzed at TestAmerica. Results from the monthly sampling events indicate concentrations at both Outfalls have been below the benchmark values identified in the latest issuance of NCG03 for nearly two years, with eight consecutive events in compliance since January 2019. Furthermore, no Zn exceedances have been observed at Outfall 001 for over 2 years, with twelve consecutive events in compliance since September 2018. These monthly results suggest the Cu and Zn exceedances that led to Tiered monitoring status may have been due to temporary leaching from new building materials introduced during the facility expansion in September 2017, and levels of Cu and Zn have now declined sufficiently to below the present benchmarks. The June 2018, July 2018, and September 2018 samples were analyzed at both Prism and TestAmerica Laboratories. The September 2018 Outfall 002 Prism sample was re -analyzed for Cu due to the discrepancy observed between the original Prism result and the TestAmerica result; the concentration of Cu in the second analysis was not detected above the reporting limit, and the laboratory was not able to provide a reasoning for this. Because of these discrepancies, all samples after September 2018 were analyzed at TestAmerica. INVESTIGATION INTO METALS SOURCES In accordance with the requirements outlined in the Tiered response actions, Corning evaluated possible causes of the benchmark value exceedances through Site reconnaissance, investigative stormwater sampling, and development of a conceptual site model of potential metals sources and transport pathways. Corning performed three rounds of investigative sampling since the September 2017 facility expansion. The investigative sampling occurred in June 2018, October 2019, and September 2020. Samples were collected from various potential source areas contributing to the Outfalls (see Figure 1); sample locations were categorized as representing either non -industrial sources (e.g., downspouts from rooftops, parking areas) or industrial sources (e.g., storm drains receiving runoff from industrial areas, such as equipment storage, transport, or loading areas). In the September 2020 round of sampling, samples were analyzed for both dissolved and total metals to evaluate what portion of metals was particulate -bound as opposed to dissolved. Evaluating both total and dissolved metals is useful for refining the conceptual site model of potential sources and transport mechanisms. Results from the investigative sampling are provided in Table 2. GN6958/CAR200178 NCDEQ_Relief Request Final engineers I scientists I innovators Tamera Eplin, PE, CPESC 22 December 2020 Page 6 Based on the results from these investigative samples, rooftops and galvanized gutters on the western side of the facility were found to be a potential non -industrial source of Zn to Outfall 002. Zn concentrations measured at the gutter downspouts (100 — 260 µg/L) were up to two times greater than the current NCG03 Zn benchmark value (126 µg/L). The dissolved fraction of metals at both downspouts ranged from 85 — 96%, indicating the metals present in runoff from these source areas are not particulate -bound. However, these contributions do not presently cause an exceedance of Cu or Zn at Outfall 002. The investigative sampling also found that industrial activity on the western side of the facility is a potential moderate industrial source of Zn, with concentrations from the reel storage area and loading area ranging from 73 — 140 µg/L (approximately 57% - 111 % of the benchmark value). The reel storage area could also be a modest industrial source of Cu (up to 110% of the benchmark value). Neither source presently causes exceedances at Outfall 002 for Cu or Zn. The front parking lot was not an apparent source of metals concentrations. This non -industrial source does not presently cause exceedances at Outfall 001 for Cu or Zn. These findings suggest past exceedances in Cu and Zn at the Site likely originate from the facility expansion in September 2017, which introduced new non -industrial sources to the Site (e.g., galvanized gutters). Within 15 months of the facility expansion, Cu and Zn declined to levels below present benchmark values, suggesting that remaining industrial and non -industrial sources of metals still present at the Site do not cause Outfall exceedances. Corning has also emphasized to Site construction teams the importance of material selection in mitigating potential non- industrial sources during future facility improvements. CLOSING Corning has shown consistent compliance with NCG03 benchmarks at both Outfalls 001 and 002 since January 2019. Corning also conducted several rounds of investigative sampling to evaluate the potential sources of past Cu and Zn exceedances. The results from the investigative sampling indicate the highest concentrations of metals at the Site are generated from non -industrial sources (e.g., galvanized gutters). For these reasons, Corning requests regulatory relief from Tier Three status and approval to resume semi-annual monitoring.
