3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The lot consists primarily of mixed pine/hardwood forest with the exception of lawn
located along the northwestern property line. Land use in the vicinity of the lot
consists of a residential neighborhood within the Town of Clayton. Please refer to
the attached USGS Location Map (Figure 1), Johnston County Soil Survey Map
(Figure 2B) and Aerial Map (Figure 3-attached after Figure 26) for more information
on the project setting.

A single-family home, driveway, sidewalk and porch are proposed to be constructed
on the lot. The driveway and a portion of house will impact the riparian buffer on the
lot as shown on the attached plot plan.
Heavy equipment typical for home and driveway construction will be used to
construct the proposed project such as a track hoes and/or bulldozer.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
The stream and riparian buffer run through the lot lengthwise. The home and
driveway were placed as far from the stream and outside the riparian buffer as
much as possible while adhering to building setbacks for the lot. Splash pads will be
placed at each downspout to diffuse flow from these points.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.*
Orange tree protection fencing will be installed prior to construction to prevent
impacting the buffer beyond the impact approved by the authorization.
