Subject: Draft NPDES Permit NC0044784
Catheys Creek WTP
Grade I Physical Chemical WPCS
Transylvania County
Dear Mr.Fatland:
The Division has reviewed your request to renew the subject permit. Please review this draft carefully to ensure a
thorough understanding of the information, conditions, and requirements it contains. We have also received your
request that the requirement for continuous flow monitoring be removed from the permit, however after reviewing
the past three years of flow data, the facility's maximum, monthly average wastewater discharge exceeds 50,000
GPD.Therefore, continuous flow monitoring will continue to be required, per.current water treatment plant
strategy.
The draft permit includes the following significant changes from the existing permit:
> Fluoride has been removed from the Effluent table in Section A.(1)as it is not used in the treatment
process and the permit renewal application indicates that Fluoride does not have the potential to be
discharged.
> Manganese has been removed from the Effluent table in Section A.(1)as there are no longer water
quality standards for this parameter.
> The language in Section A.(2)and the effluent concentration for Whole Effluent Toxicity testing has
been updated to 1.2%based on the flow of the receiving stream and maximum, monthly average
discharge,as per current water treatment plant strategy.
> Section A. (3)and Footnote#1 in Section A.(1)have been updated regarding electronic submission of
effluent data. Federal regulations require electronic submittal of all discharge monitoring reports
(DMRs).
> The Permit Re-Opener—Whole Effluent Toxicity(WET)special condition has been removed as the
facility has passed over 75%of WET tests in the past three years.
The NPDES standard conditions(Parts II, III,and IV)that are a part of the permit are not included in this draft
document(cover, map, and Part 1).The conditions are the same as in your current permit except that agency and
division names have been updated. The latest version is available at https://bit.ly/2BZ4xxx and can be viewed
online or downloaded as a PDF file.
With this notification, the Division will solicit public comment on this draft permit by publishing a notice in
newspapers having circulation in the general Transylvania County area, per EPA requirements. Please provide
your comments,if any,to me no later than 30 days after receiving this draft permit.
