The results of these analyses are attached for your review. As stated, these results are preliminary and should not be considered as a final wasteload allocation. Final wasteload allocations will only be developed after an official NPDES permit application has been submitted. Please advise if questions. Tedder SUBJECT: Instream Assessment for Kings Mountain, Pilot Branch The City of Kings Mountain has requested an SOC to add 0.853 MGD to the Pilot Plant. The plant is currently discharging 3.04 MGD to Buffalo Creek ("C" waters). Seventy percent of the plant flow is derived from industrial sources. The 7Q10 of Buffalo Creek is 19.6 cfs. The outfall from Celanese Fibers (0.85 MGD) is located 6.8 miles below the Kings Mountain outfall. Minnette Mills (0.625 MGD) discharges to Lick Branch three miles upstream of its mouth. Lick Branch enters Buffalo Creek 0.4 miles below Celanese Fibers. Buffalo Creek enters South Carolina 0.8 miles below this point. A schematic of the system is presented in Figure 1. Dissolved Oxygen Analvsis A Level B modeling analysis was completed to assess the impact of an addition of 0.853 MGD of wastewater. At current conditions, the predicted DO sag is 5.27 mg/l. With the additional flow, the predicted DO sag is 5.08 mg/l. The additional sag is not significant by EMC criteria. The sag point is 0.8 miles below the state line. Toxicity Five 48 hour static bioassays have indicated no acute effluent toxicity on three occasions, and partial mortality (<50%) twice. No chronic data are currently available. The additional wasteflow will be comprised of 0.6 MGD of textile wastew- ater, 0.2 MGD of plastics and synthetic manufacturing, and 0.053 MGD of domestic wastewater. The current IWC is 19.3%. With the SOC flow, the IWC will be 23.5%. Summary and Recommendations The addition of 0.853 MGD is not predicted to have a significant impact on the oxygen resources of Buffalo Creek. Because of the lack of effluent DO data, it is recommended that an effluent DO monitoring requirement be included. There is concern for the potential for a toxic impact from the wastew- ater. The 4.0 MGD total capacity of the plant was the sum capacities of three parallel treatment trains of 2.0 MGD, 1.0 MGD and 1.0 MGD capacities. During the term of the 4.0 MGD permit, the City did not need the total capacity of the plant and allowed one of the 1.0 MGD plants to fall into disrepair. At the time of renewal of the Pilot Plant's permit, the 1.0 MGD treatment train was still not functional, and the Division renewed the NPDES Permit'with a flow limitation of 3.0 MGD. The City has recently expressed an interest in re -activating the idle 1.0 MGD treatment units and in implementing a program of general improvements.
