Reference: Section 401 Water Quality Certification for City Lake Raw Water System

Dear Mr. Houk:
On January 3, 2006, the North Carolina Division of Water Quality (DWQ) received the City of High Point's
application fora 401 General Water Quality Certification to impact 175 linear feet of an unnamed tributary
to Deep River, located within the City of High Point, in order to install new replacement piping for an
existing raw water transmission line. On February 15, 2006, Mr. Daryl Lamb of the DWQ's Winston-Salem
Regional Office, accompanied by Ms. Maggie Macomber of Black & Veatch International Company,
conducted an onsite review of the proposed project. Based on Mr. Lamb's field observations, additional
information is required in order that we may determine your project's compliance with 15A NCAC 2H
.0500. Please provide five (5) copies of the following information:
1. Based on conversations with Ms. Macomber, it is our understanding that the final alignment of the
new raw water transmission lines has not been finalized. Please provide a plan view of the entire
project area that depicts the final proposed alignment of the new raw water lines. This plan view
should also show all jurisdictional streams, wetlands, and open waters in the general project area
and also clearly depict the location of all riparian buffers required by the Randleman Lake Water
Supply Watershed Rule (1 SA NCAC 02B .0250, Randleman Lake Water Supply Watershed.•
Protection and Maintenance of Riparian Areas). In addition, the boundaries of both the temporary
construction corridor and the permanent maintenance corridor required for these water lines should
be depicted as well as all proposed impacts (temporary and permanent) to streams, wetlands, and
open waters. Please provide this plan view at a sufficiently large scale (i.e. 1"=50') to show the
above referenced features in clear detail.
Until the information requested in this letter is provided, I will request (by copy of this letter) that the U.S.
Army Corps of Engineers place this project on hold. Also, this project will be placed on hold for DWQ
processing due to incomplete information (15A NCAC 2H .0507(h)). The processing of this application
will begin when the requested information is received. Please be advised that if your proposed activity is
