Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject
application for impacts to wildlife and fishery resources. Our comments are provided in accordance with
provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. seq.),
and Sections 401 and 404 of the Clean Water Act (as amended).
Boyington Place, LLC is requesting to fill wetlands for a housing development on a 37.9 acre lot in
Onslow County. As proposed, there will be approximately 0.25 acres of wetland impacts and 190.84 if of
stream impacts for the construction of road crossings. Mitigation for the requested impacts will be
through the purchase of credits in a mitigation bank.
A site visit was conducted on October 27, 2010 to evaluate the wetlands on site and the proposed
crossings. It appears that the wetland crossings could be further reduced in width to minimize impacts to
the wetlands on site. We request that the road design be modified, or further justification be provided the
currently proposed road design.

concerns with this project at this time, provided the applicant addresses the above mentioned issues.
