Please find attached the response from Christine Hall confirming runoff from all built -upon areas has to be collected and
treated (Robb I think you were cc'd but wanted to bring every back in the loop).
The general topography of the site and gravity requirements prevent the treated stormwater outlet from going any
further north.

We are unable to place a culvert here as stormwater requirements for the site are requiring us to capture and treat all
the water currently going to the RPW area.
Would we need to address the remainder of the RPW feature as potential indirect loss?

No culvert is proposed for the RPW feature.
There are culverts proposed in the immediate vicinity but those are associated with the proposed SCMs, which were
sited based on site characteristic's and the airport's stormwater requirements. Below is a screenshot of these culverts,

The Airport is currently operating under several high density stormwater permits, which requires the runoff from all
built -upon area to be collected and treated. The stormwater program does not dictate how or where the discharge
from those treatment devices are directed. That is at the choice of the airport and their designers. However,
stormwater permits also do not preclude the Permittee from complying with any and all statutes, rules, regulations, or
ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction.

Please reply all to confirm that the airport is required to treat stormwater of impervious surfaces on airport
property, including impervious north of Airport Blvd.
It seems that someone from DWR is unsure of this requirement, and needs confirmation from your department.
