PROJECT SUMMARY: The applicant is proposing to construct a new vinyl bulkhead waterward of the existing bulkhead, reconfigure the floating dock, and install a new boatlift to the existing private docking facility. Robert & Meg Zack CAMA/Dredge & Fill Permit Page Two 9. PROJECT DESCRIPTION: The project site is located at 184 Olde Point Road, adjacent to a canal off Old Topsail Creek in Hampstead, Pender County. To get to the site from Wilmington take US Hwy 17 N to Country Club Road. Turn right onto Country Club Road, and travel approximately 0.7 miles to Olde Point Road. Turn right onto Olde Point Road and follow it approximately 1 mile. The property is located past the small bridge, on the right. The project area consists of a lot measuring approximately 0.58 acres in area. The application states the highground portion of the property is elevated approximately 13 feet above Normal High Water. Vegetation consists of lawn grasses, ornamental trees and shrubs on the highground. Existing man-made features on the property include a single-family residence and a private docking facility. The shoreline is stabilized with a bulkhead, which is deteriorating, resulting in some small areas of ground subsidence landward of the wall. A small area of Coastal wetlands, approximately 10 feet in length by 3 feet in width exists near the southern property boundary. The Coastal Wetlands consist primarily of Salt Marsh Cordgrass (Spartina alterniflora) waterward of the bulkhead, with a few Glasswort plants (Salicornia sp.) interspersed. An existing docking facility is located near the center of the property. A ramp leads from the bulkhead onto a floating dock, measuring 10 feet in width by 36 feet in length. At the location of the floating dock, the canal measures approximately 88' in width from the bulkhead to the waterward edge of marsh across the canal. The waters of the canal adjacent to the project site are classified as SA by the North Carolina Division of Water Quality. They are not designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, but they are classified as Permanent Secondary Nursery Area and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant is proposing to construct 86 linear feet of new vinyl bulkhead a maximum distance of one foot waterward of the existing bulkhead, reconfigure the floating dock, and install a new boatlift to the existing private docking facility. The applicant is proposing to shift the existing floating dock approximately 6 feet to the north to provide sufficient area for the boatlift placement while maintaining the 15 foot setback. The applicant is proposing to install a boatlift immediately adjacent to the existing floating dock. The 13 feet long by 13 feet wide boatlift would be located to the south of, and in alignment with the floating dock. The reconfigured docking facility would allow for the docking of a total of three (3) vessels. The existing water depth in the proposed docking location is approximately -3.9 feet at NLW. The proposed docking facility would not extend beyond the footprint of the existing docking facility. 10. ANTICIPATED IMPACTS The additional boat lift would result in the incorporation of an additional 169 square feet of Estuarine Waters and Public Trust Area. The proposed bulkhead would result in the filling of approximately 10 square feet of Estuarine Waters, Public Trust Area and Coastal Wetlands, vegetated with Salt Marsh Cordgrass (Spartina alterniflora) and some Glasswort (Salicornia sp.). The bulkhead would also result in the filling of approximately 76 square feet of unvegetated Estuarine Waters and Public Trust Area. The project would not result in the disturbance of any high ground, the applicant has stated that tie rods will be welded to the existing anchor and tie-back system. As proposed, the floating dock would conform to the % width rule. it would extend approximately 20 feet into the canal, which measures approximately 88 feet across at this point. Box 7363 Wilmington, NC 28403 September 16, 2010 Proiect Narrative for Mr. Bob Zack Mr. Zack has just recently acquired 184 Olde Point Road property and would like to install a new vinyl bulkhead in front of the old wooden wall which has surpassed its life expectancy. The new wall will be installed with a vibratory hammer as close to the old as possible. Mr. Zack would like to use his existing tie rods and extend them through his new wall by way of welding extensions onto his old tie rods. This will dramatically cut back on the disturbed area within 35 ft. of the bulkhead. Along with the new bulkhead, Mr. Zack would like to move his existing floating dock to the North to accommodate a 13 X 13 boat lift on the South end of his floating dock.
