8. PROJECT SUMMARY: The applicant proposes to construct a single-family residence, septic system,
water supply well with associated § 404 Wetlands impact and an elevated access pier.

9. PROJECT DESCRIPTION:
The project site is located at 318 Friendly Lane, adjacent to Myrtle Grove Sound, in New Hanover County.
To locate the property traveling south on College Road, take a left onto Mohican Trail and travel
approximately 1.3 miles. Turn right onto Masonboro Loop Road and take the immediate left onto Friendly
Lane. Travel east for approximately 0.4 miles and until you reach an 8' gravel driveway easement to 302,
314 and 318 Friendly Lane. Continue down the gravel driveway until it terminates at the property of interest.
According to the application, a 5' access easement continues along the northern portion of the property that
provides access to Myrtle Grove Sound for the property owners. The property is currently undeveloped and
elevation on the tract range approximately 4'-9' above normal high water (NHW) on the west side of the
property and slopes to meet an area of coastal wetlands on east side of the property, with 36 linear feet of
water frontage. Developed properties border the site to the north, south, and west. An access channel is
located waterward of the property and the adjacent properties along Friendly Lane and Friendly Shores
Road, which connects to Myrtle Grove Sound/Atlantic Intracoastal Waterway (AIWW).
Vegetation on the high ground portion of the tract includes live oak (Quercus virginiana), black willow (Salix
nigra) and maintained grasses. According to the application, there is an area of jurisdictional § 404
wetlands located on the eastern portion of the property, for which a jurisdictional determination (JD) was
provided by the US Army Corps of Engineers (USACE) Action ID SAW-2009-02038. There is a border of
coastal wetlands and § 404 type vegetation that is waterward of the shoreline of the property, consisting
primarily of salt meadow grass (Spartina patens) marsh-elder (Iva frutescens) and sea oxeye (Borrichia
frutescens). The vegetation transitions to an area of low marsh consisting primarily of smooth cordgrass
(Spartina alterniflora) in an area of approximately 175' in width, which borders the access channel adjacent
to the property.
The City of Wilmington and New Hanover County Land Use Plan classifies the adjacent waters as
Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the
project area, the waters of Myrtle Grove Sound are classified as SA,ORW by the NC Division of Water
Quality, and they are CLOSED to the harvest of shellfish. These waters are designated as a Primary
Nursery Area (PNA), by the Division of Marine Fisheries.
PROPOSED PROJECT:
The applicant proposes to construct a single-family residence, septic system, water supply well with
associated § 404 Wetlands impact and an elevated access pier. High ground development on the tract
includes the construction of a single-family residence with a footprint of -80' in length by 16' in width with
associated covered and uncovered porches and driveway made with 12' pervious concrete strips.
Wastewater would be treated from an on-site septic system that would be installed on the western portion of
the property, closest to Friendly Lane. The septic system was authorized by New Hanover County Health
Department file #14426: 318 Friendly Lane. The applicant proposes to install a potable water supply well
with well head protection on the eastern portion of the site, which would incorporate an area of 360 sq. ft. of
jurisdictional Section 404 wetlands. Dimensions for the area of fill would be 30' in length by 12' in width to a
final project height of approximately 2'. The applicant received a variance through the NC Division of Water
Quality (NCDWQ) #14426. According to the agent, the applicant attempted to connect to the Wilmington
(New Hanover County) public water system; however, the applicant could not obtain access to through the
adjacent property owners for connection. All proposed upland development is located within the 575' Area
of Environmental Concern (AEC). All proposed upland development would be located landward of the
Coastal Shoreline 30' Buffer. According to the application package, approximately 1,411 sq. ft. (12%) of
impervious surface would cover the property. The applicant is currently in the process of obtaining a State
Stormwater Permit from the NCDWQ (SWG 010004).
In addition to the upland development, the applicant proposes to construct a private access pier along the
eastern shoreline. Beginning from a point of the §404 wetlands, the applicant proposes to construct a 4'x
282' access pier that extends towards Myrtle Grove Sound. The access pierwould run on the southern side
of the existing man-made channel and elevated over existing marsh, which would extend 16'beyound the
waterward edge of marsh.

The application states that existing water depth in the vicinity of the proposed access pier range from -0.2 to
-0.4 below normal low water (NLW). The application states that the access pier would provide access for
self propelled vessels such as kayaks and canoes. As proposed, the docking facility would be located
outside of the near shore channel edge, within Y4 of the width of the waterbody and within the applicant's
area of riparian access. According to the site plans, the width of adjacent waterbody (in the immediate
vicinity of proposed structures) measures 64' from the outer edge of marsh to the opposing outer edge of
marsh.
10. ANTICIPATED IMPACTS:
The proposed upland development activities would result in the disturbance of approximately 1,411.34 sq.
ft. of high ground. The proposed water supply well would result in impacting approximately 360 sq. ft. of
jurisdictional Section 404 Wetlands for the associated fill. The proposed access pier would shade
approximately 1,068 sq ft of coastal wetlands and § 404 wetlands and incorporate approximately 64 sq. ft. of
public trust waters. The proposed docking structure will extend 16 ft into a waterbody whose width is
approximately 64 ft and should not extend beyond % of the width of the waterbody, nor should it extend
beyond the near shore channel edge. Minor increases in turbidity should be expected during construction;
however, no long term impacts are anticipated.

At the request of Ms. Lark Capra Applied Resources Management, P.C. is providing you
with a project narrative for the above referenced site.
The project is located at 318 Friendly Lane in the Masonboro Township of Wilmington, in
New Hanover County. The property is an approximately 0.25 acres and is an undeveloped
residential lot with an unpaved access easement. The property is bounded to the north,
west, and the south residences and to the east by a dredged channel that is adjacent to
marsh that abuts the Atlantic Intra Coastal Waterway (AICWW). The AICWW in this area
is currently designated by the North Carolina Department of Environment and Natural
Resources (NCDENR) Division of Water Quality (DWQ) as Class SA: High Quality Waters
(HQW). Refer to Figures 1.
The purpose of this application is to obtain a 404 wetland fill permit from the US Army Corp
of Engineers (USACOE) for the installation of 360 square feet of fill material for the
installation of a potable water supply well with well head protection. However, due to the
fact that the property is in an area under the jurisdiction of the Coastal Area Management
Act (CAMA), a CAMA Major permit is required. Approximately 12% of the property will be
disturbed for the construction of the house and driveway access. A Storm Water Permit
application with NCDENR is in process. Enclosed are the NCDENR DCM MP-1, MP-2,
MP-3, MP-4, USACE Jurisdictional Determination, propertydeeds, and agent authorization
in the application package.

The total wetland area impacts will be 360 square feet (0.0083 acres) for the access of the
drilling rig and well head protection due to the proximity of surface water. The area
proposed will be approximately 12' wide and 30' long, with a depth varying from zero to
approximately two feet deep. The depth will be consistent with the current upland edge of
the 404 wetland line. The sides will be stabilized to prevent expansion of the fill into the
adjacent 404 wetlands. This will de done during filling with silt fencing, and either stabilized
upon completion of the well head with seed/sod as necessary. If it is determined that the
slopes of the fill area are too steep to allow for natural stabilization, a bulk head wall will
be constructed. No mitigation is recommended at this time. Refer to Figure 2 for project
details.
The proposed project consists of a single-family residence with covered and uncovered
decking. Proposed driveway will consist of two a track type pervious pavement. Parking
will occur over the proposed driveway. Also at this time, we are also applying for the
overland walk to and over marsh and pier installation. The pier location can be seen on
Figure 2. The pier will be on pilings with open decking. An on-site septic system has been
permitted by the New Hanover County Health Department and a well permit variance
(NCDENR) for the installation of the potable water supply well, and copies are enclosed
for your review.
The property owner originally planned to connect to the Wilmington (New Hanover County)
public water system. Ms. Capra was instructed that the water tap was located adjacent to
320 Friendly Shores Lane. She asked the current property owners if the water line could
be extended over their property and she was told that it was not an option. An additional
request was made to the property owner to the west, and she has not allowed Ms. Capra
waterline access through the existing access easement. Therefore we are in the process
of making this application. Correspondence copies are enclosed for your review.
The riparian property owners were supplied a copy of this application package and a copy
of the receipt is enclosed, and return receipt copies will be forwarded to your office upon
our receipt. A copy of the riparian survey along with a boundary survey are provided for
your review.

The site will be provided drinkning water by potable water supply well to be drilled in the impact area based on NCDENR,
Division Water Quality Variance issued October 12, 2009.

Stormwater will be handles by collection of rainwater off of the structure with gutters not directed to the nearest water body
(AICWW). Drive way will be paved with pervious concrete in to reduce the impervious area on the site. Due to the fact the
site is adjacent to SA waters the 12% impervious surfacce requirements are applicable.

The purpose of this application is to install a potable drinkning water well. The site has access to public water; however,
access was denined to the property owner of 318 Friendly Lane. Residence, potable water supply well, septic system,
overland decking and pier to access AICWW.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
The site will be serviced by, but not limited to, excavation, clearing and construction equipment (excavator, backhoe, grading
equipment, foundation excavator, piling driver, concrete truck, dump truck, box blade, bush hog, well drilling rig). Cars and
trucks. Equipment will be stores in a manner to not disturbe the wetlands or in the vicinity of the septic system.
d. List all development activities you propose.

southeast. The area will have to be filled with material to accommodate the installation of the potable water supply well. The

and mainteneance and or repair in the future.
