Mr. Nowocin, Your office issued the original E&SC Plan approval for this project (NCC191082 — Tartan Farm Lot 2), but the permit holder is having a difficult time obtaining final close-out inspection documentation for this project from the County. Could you please assist us with that record? Numerous delegated local governments issue some kind of letter or final inspection document to record final stabilization is in place and that the construction stormwater permit may be terminated. We cannot accept certificates or occupancy or similar evidence of building permits/inspections. Those documents are not sufficient for NPDES stormwater permit rescission. Attached is an example we received for a project in Mint Hill. It notes the project was stabilized. Something like this would be acceptable for this project. Is that available for this project? Good morning Bethany, I am trying to complete the information needed as described in your Friday memo. The signature document is attached along with another document which I hope will be sufficient as the final inspection document. It is a Certificate of Compliance. I contacted the Mecklenburg County inspection department for help to ask if this is what you need but they had no clue. If this document is not sufficient please let me know. First is the signed NOT Certification form. I've attached that. If you need to sign on behalf of your husband because of the injury with his permission, that's okay. Please complete and sign and email a copy to me. This is the signed form that will then need to be mailed in to our office at the address you found. The other is that a building inspection is not adequate close-out documentation, unfortunately. The original approval was granted by Mecklenburg County (attached). The County should have a final inspection document or letter they can provide that documents the construction activity was completed/permanent stabilization achieved. Hopefully you can contact the person on this letter from the County to obtain that. I can hold the NOT request if you think you can get that erosion control plan close-out documentation in the next week.
