Ms. Bloom,
On November 2, 2020, the Division of Water Resources (Division) received your application requesting a 401 Water
Quality Certification from the Division for the subject project. The Division has determined that your application is
incomplete and cannot be processed. The application is on -hold until all of the following information is received:
1. Please provide additional information regarding sediment removal from the existing culverts and include how
much sediment will be removed from the culverts and how much sediment will be left in the culvert. Please
demonstrate that, in accordance with Condition 11.11. of GC 4134, in areas where multiple barrels are present,
widening of the stream will be avoided to allow for aquatic life movement during low flow. If present, it may be
advantageous to leave a floodplain bench within one barrel to ensure continuity of water movement during low
flow. [15A NCAC 02H .0506(b)]
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the
proper consideration of the application. If all of the requested information is not received by December 21, 2020, the
Division will be unable to approve the application and it will be denied as incomplete. The denial of this project will
necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
