My apologies for sending this later than expected, but our response to your request for additional information is provide
below.
1. Please provide additional information regarding sediment removal from the existing culverts and include how
much sediment will be removed from the culverts and how much sediment will be left in the culvert. Please
demonstrate that, in accordance with Condition 11.11. of GC 4134, in areas where multiple barrels are present,
widening of the stream will be avoided to allow for aquatic life movement during low flow. If present, it may be
advantageous to leave a floodplain bench within one barrel to ensure continuity of water movement during low
flow. [15A NCAC 02H .0506(b)]
a. Both existing culverts are bottomless. Sheet 3.01 of the Construction Plans has been revised to ensure
that the northern culvert remains the low flow culvert and will be the only culvert to be cleaned out
of excessive sediment buildup above the channel bed. The elevation of sediment in the southern
culvert will continue to be 6 inches higher to accommodate excess flow as shown on the attached plan
sheet.

Ms. Bloom,
On November 2, 2020, the Division of Water Resources (Division) received your application requesting a
401 Water Quality Certification from the Division for the subject project. The Division has determined
that your application is incomplete and cannot be processed. The application is on -hold until all of the
following information is received:
1. Please provide additional information regarding sediment removal from the existing culverts
and include how much sediment will be removed from the culverts and how much sediment will
be left in the culvert. Please demonstrate that, in accordance with Condition 11.11. of GC 4134, in
areas where multiple barrels are present, widening of the stream will be avoided to allow for
aquatic life movement during low flow. If present, it may be advantageous to leave a floodplain

Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. If all of the requested information is not
received by December 21, 2020, the Division will be unable to approve the application and it will be
denied as incomplete. The denial of this project will necessitate reapplication to the Division for
approval, including a complete application package and the appropriate fee.
