Sure - the policy for differentiating between high and low density projects is covered in Item 12 of GC 3821.

No matter what the development is, we will look at the overall % imperviousness and the use of a piped conveyance
system (as well as a couple of other factors as described in the GC) to determine if it is high or low density.

I understand your concern about avoidance and minimization and I will fulfill my duties and ensure that this project is
"permittable" as I do with every project. Amy and I have talked already about how the "access road" sort of slipped
through a loophole between the DOT review and private project review.
Since this engineer is smart (and very good to work with) and does a lot of work in my region, may I respectfully
(sometimes that doesn't come across in emails) ask: if we have language in the GC that specifies when a stormwater
plan is necessary and when it isn't, how does this fit in? If next time the exact footprint/size project comes in but it's a
parking space/shed/storage unit/etc, will we treat it the same way or differently? Is this just a case of BP1?

Hi Sue,
I have spoken with Ian and Rob and we all three agree that it does not make sense to require a stormwater management
plan for only a dumpster. The main issue on this project is avoidance and minimization - does that dumpster really need
to be in the footprint of the stream and wetland and why can't it be placed on the other side of the access drive and
avoid the impact altogether.
I do think that if Mr. Helms is allowed to pipe the entire stream on that lot, then there should be a stormwater
management condition in the 401 Cert that specifies that any future development on that property must have a
stormwater management plan that must be approved by us prior to any land disturbance.
