This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0020493. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. Sampling records were not available for 2017, 2018 and 2019. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with Non-Discharge Permit No. WQ0020493. David Evans, Parton Environmental Safety Manager, was present and assisted in the inspection. The facility was found to be in noncompliance with the sampling requirements listed in Attachment A of the permit. Mr. Evans indicated he took over in 2017. An apparent miscommunication in sampling requirements resulted in samples not being collected since 2016. Please note, while the facility does not have effluent limits, Parton is still required by permit to sample on an annual basis in September. The ARO will attempt to split samples annually, but this may not always be possible. Results for 2017 to 2019 were missing at the time of the inspection. Mr. Evans collected samples on 12/14/20 for analysis by Blue Ridge Labs and will send along results when complete. Annual results should be submitted on the NDMR and uploaded to our electronic submittal page (sent via email to Mr. Evans). Wet-decking Flume: The flume is concrete lined from the top edge of the wet-decking area to the irrigation pond. The sediment trap is cleaned out as needed. Solids from the sediment trap are dried and used in the mulch onsite. Minor runoff from the mulch piles also drains to the flume and is conveyed to the recycle pond. Recycle Pond: Staff plan to place additional agitators and aerators in the recycle pond. Facility staff maintain the vegetation along the edges of the pond. No reported issues with burrowing animals along the pond berms and no evidence of seeps at the time of the inspection. To the ARO’s and Parton’s knowledge, the pond is currently unlined. It is recommended Parton consider lining the pond during any future upgrades or major maintenance. Historically there has been no documented evidence of exfiltration from the pond to the unnamed tributary onsite based on previous instream sampling. Freeboard & Maintenance Records: Maintenance and freeboard records appeared to be complete and accurate. A minimum of seven feet of freeboard is required to be maintained in the recycle pond to accommodate a 25-year, 24-hour storm event. As a reminder, Parton is also required to notify the ARO regarding permit noncompliance as soon as possible, but no later than 24 hours after first knowledge of the event. The permit is currently in renewal.
