Sullins Director Dee Freeman Secretary Ms. Gwen Cook Mecklenburg County Parks/Recreation 5841 Brookshire Blvd. Charlotte, NC 28216 Subject: Toby Creek Greenway 401 Compliance Inspection DWQ# 07-1778V2 Mecklenburg County Dear Ms. Cook: October 20, 2010 On October 19, 2010, a compliance inspection was conducted at the subject site. The following concerns were noted and need to be addressed to close out the project: Stream S1: The bank on the upstream end of the culvert needs stabilization. The current state of the bank may threaten the stability of the trail. In establishing the bank, coir fiber logs (not rip rap) should be utilized. These will provide the required short term stability for vegetation establishment, but over time will degrade. Some minor work is required at the gabion basket on the downstream end of the culvert Stream S2: Remove the matting up and down stream of the culvert in the stream bed. Stream S3: On the upstream end of the crossing, establish a base flow channel to the center culvert. Remove the matting for this segment from the channel. Construct benches on each side of the center culvert. Stream S4: Construct benches on both up and downstream end of the culvert. Some minor shaping of the bank is required due to the placement of the culverts to allow free flow of water during storm events. Once the work has been completed you may submit photos of the work.
